泉州市可持续发展能力测评

【摘要】：以城市为主题的可持续发展研究是可持续发展研究课题中一个新兴而又热门的项目。本文在充分理解城市可持续发展相关概念的前提下，从国内外学者对城市可持续发展的研究成果出发，设计了城市可持续发展能力评价指标体系，综合评价了泉州市的可持续发展能力和发展趋势，并在此基础上对如何提升泉州市可持续发展能力提出了建议。本文首先对可持续发展及城市可持续发展能力的概念进行了梳理，并对国内外学者对城市可持续发展问题的研究进行了评述。依据前人的成果及城市可持续发展的特征，本文探讨了城市可持续发展能力评价指标体系的设计框架和原则，并设计了以经济系统、社会系统和资源环境系统为一级指标，，包含9个二级指标，25个三级指标的城市可持续发展的指标体系。本文以泉州为研究对象，首先选取了19个样本城市与之进行横向对比，在对数据进行无量纲化处理的基础上采用因子分析的方法，分别对泉州市经济系统、社会系统和资源环境系统的可持续发展能力进行测评，找出影响泉州市可持续发展能力的主要因素；然后以泉州市2000年～2011年的数据为基础，对泉州市进行纵向分析，发现泉州市可持续发展能力变化趋势。最终得到了以下结论：第一，综合实力因子对城市经济系统可持续发展影响最大，其中产业协调性不足是影响泉州市经济系统可持续发展能力的重要因素；第二，社会基础性因子对城市社会系统可持续发展影响最大，其中城乡发展的协调性不足是影响泉州市社会系统可持续发展能力的重要因素；第三，泉州市的水环境因子在诸多环境因资中对泉州市的负面影响最大；第四，泉州市经济系统与社会系统能基本实现协调发展，资源环境系统的可持续发展能力相对滞后。在对泉州市进行可持续发展能力实证测评和综合分析的基础上，本文最后分别从经济、社会和资源环境角度对提升泉州市可持续发展能力提出了相关对策。
[Abstract]:The sustainable development research with the city as the theme is a new and hot project in the sustainable development research subject. On the premise of fully understanding the related concepts of urban sustainable development, this paper designs the evaluation index system of urban sustainable development ability based on the research results of domestic and foreign scholars on urban sustainable development. The sustainable development ability and development trend of Quanzhou City are comprehensively evaluated, and some suggestions on how to promote the sustainable development ability of Quanzhou City are put forward. In this paper, the concepts of sustainable development and urban sustainable development ability are firstly reviewed, and the research on urban sustainable development is reviewed by domestic and foreign scholars. According to the achievements of predecessors and the characteristics of urban sustainable development, this paper discusses the design framework and principles of the evaluation index system of urban sustainable development ability, and designs the economic system, social system and resource environment system as the primary index. The index system of urban sustainable development includes 9 secondary indicators and 25 tertiary indicators. This paper takes Quanzhou as the research object, first selects 19 sample cities to carry on the horizontal contrast with it, on the basis of carrying on the dimensionless processing to the data, adopts the factor analysis method, respectively to the Quanzhou economic system, The sustainable development ability of social system and resource environment system is evaluated to find out the main factors that affect the sustainable development ability of Quanzhou City, and then based on the data of Quanzhou City from 2000 to 2011, the vertical analysis of Quanzhou City is carried out. The change trend of the ability of sustainable development in Quanzhou City was found. Finally, the following conclusions are drawn: first, the comprehensive strength factor has the greatest impact on the sustainable development of the urban economic system, among which the lack of industrial coordination is an important factor affecting the sustainable development capacity of Quanzhou economic system; second, Social basic factors have the greatest impact on the sustainable development of urban social system, among which the lack of coordination between urban and rural development is an important factor affecting the sustainable development capacity of Quanzhou social system; third, The factors of water environment in Quanzhou have the most negative influence on Quanzhou because of many environmental factors. Fourthly, Quanzhou's economic system and social system can basically achieve coordinated development, and the ability of sustainable development of resources and environment system is lagging behind. On the basis of the empirical evaluation and comprehensive analysis of Quanzhou's sustainable development ability, this paper finally puts forward the relevant countermeasures from the angle of economy, society and resources and environment to promote Quanzhou's sustainable development ability.
