“一带一路”战略构想的哲学思考

【摘要】：本文试图从马克思主义哲学角度对“一带一路”战略构想进行解读。“一带一路”战略构想基于古丝绸之路文化渊源,以唯物主义世界观为理论基础,体现了丰富的辩证法思想。它是世界各国参与平等合作的重要平台;是实现全球要素自由流通的重要举措;是推动人类社会走向命运共同体的科学理念;是人类社会进入更高级发展形态的正确路径。国内经济发展和改革开放进入战略调整关键期,国际上中国崛起引起西方国家担忧,企图利用政治经济领土争端等手段对中国实施战略围堵。“一带一路”战略构想的提出顺应了历史和时代潮流,是协调解决各国利益纷争的有效途径。各国家的认知观念、现实利益和领土领海分歧与争端等都给“一带一路”战略构想带来了严峻挑战。我国以“睦邻、安邻、富邻”为方针,采取“政策沟通、道路相通、贸易畅通、货币流通、民心相通”的对策来破解“一带一路”战略构想实施过程中的难题,充分发挥主观能动性,分清主次矛盾,继续扩大对外开放成果,致力于推动国际政治经济新秩序形成。
[Abstract]:This paper attempts to interpret the strategic conception of "Belt and Road" from the angle of Marxist philosophy. The strategic conception of "Belt and Road" is based on the cultural origin of the ancient Silk Road and takes the materialistic worldview as the theoretical basis, which embodies the rich dialectical thought. It is an important platform for all countries to participate in equal cooperation, an important measure to realize the free circulation of global elements, a scientific idea to promote human society to the community of destiny, and a correct way for human society to enter a more advanced form of development. The development of domestic economy and the reform and opening to the outside world have entered a critical period of strategic adjustment. The rise of China in the world has aroused the worries of western countries and attempted to implement strategic containment of China by means of political and economic territorial disputes. The strategic conception of "Belt and Road" conforms to the trend of history and times and is an effective way to coordinate and resolve the interests of various countries. The cognitive concept, realistic interests, territorial and territorial sea differences and disputes of various countries have brought severe challenges to the strategic conception of "Belt and Road". Our country takes the policy of "good-neighborliness, peace and prosperity" as its policy, adopts the countermeasures of "policy communication, road communication, smooth trade, currency circulation, and people's hearts" to solve the difficult problems in the implementation of "Belt and Road" strategic concept. We should give full play to our subjective initiative, distinguish between principal and secondary contradictions, continue to expand the fruits of opening to the outside world, and devote ourselves to promoting the formation of a new international political and economic order.
