重庆市城镇居民文化消费的实证研究

【摘要】:改革开放以来,我国的经济有了跨越式的腾飞,经济的飞速发展不仅提高了居民收入水平,也促进了居民消费需求的增长。居民的基本温饱已经得到了满足,,所以开始寻求更高层次的精神消费,文化消费恰如其分的走进了居民的生活。2007年以来,全球金融危机波及中国,但也同时推动了我国经济发展方式的转变,并逐渐让人们意识到文化产业与生俱来的特殊优势时任何其他产业所无法比拟的。无论从政府或是消费者的角度来说,提高文化消费,促进文化产业发展都将逐渐成为令人瞩目的领域。 本文以重庆市的城镇居民文化消费为出发点,由文化消费和文化产业的涵义入手,通过对重庆市1997-2012年间文化消费状况进行梳理与分析,发现重庆市城镇居民文化消费存在需求不足,增长相对缓慢,文化产品和服务的供给有限,文化产品价格较高,重庆市城镇居民的文化消费潜力并未得到充分释放等问题。 在对消费理论整体把握的基础上,从需求、供给、价格和政策四个方面分析了文化消费的影响因素,在可量化的基础上,结合重庆市文化消费的特点,选取文教娱乐消费支出为解释变量、收入水平、文教娱乐固定资产投资、文教娱乐价格指数为被解释变量,构建文化消费多元线性模型,运用协整分析和误差修正模型,得出了各影响因素和文化消费存在长期均衡与短期波动。此外,通过引入弹性系数概念和ELES模型,进一步对每个影响因素进行了弹性分析,得出了几个重要结论:重庆市城镇居民的文化消费的文化投资弹性相对较低,由于投资滞后效应,文化投资还未充分发挥刺激消费的作用;文化消费对收入变化敏感,只有切实提高收入水平,才有可能扩大文化消费;文化产品特点和性质决定了其价格是缺乏弹性的。 文章最后依据影响因素的理论研究与实证分析模型,结合重庆市城镇居民文化消费发展现状提出了促进文化消费健康繁荣发展的具有可行性的合理化政策建议:坚持收入分配改革,提高居民收入;促进文化体制改革,规范文化市场;合理平抑文化消费品价格;更新居民文化消费意识。
[Abstract]:Since the reform and opening up, the economy of our country has taken off by leaps and bounds. The rapid development of economy not only improves the income level of the residents, but also promotes the growth of the consumption demand of the residents. The basic food and clothing of the residents have been satisfied, so they have begun to seek higher levels of spiritual consumption, and cultural consumption has appropriately entered the lives of the residents. Since 2007, the global financial crisis has affected China. But at the same time, it also promotes the transformation of the mode of economic development in China, and gradually makes people realize the special advantages of cultural industry, which can not be compared with any other industry. From the point of view of government and consumers, increasing cultural consumption and promoting the development of cultural industry will gradually become an attractive field. Based on the cultural consumption of urban residents in Chongqing, this paper begins with the meaning of cultural consumption and cultural industry, and analyzes the situation of cultural consumption in Chongqing from 1997 to 2012. It is found that there are some problems in the cultural consumption of Chongqing's urban residents, such as insufficient demand, slow growth, limited supply of cultural products and services, high price of cultural products, and insufficient release of the cultural consumption potential of Chongqing's urban residents. On the basis of grasping the consumption theory as a whole, this paper analyzes the influencing factors of cultural consumption from four aspects: demand, supply, price and policy. On the basis of quantification, it combines the characteristics of Chongqing's cultural consumption. Taking the expenditure of cultural and educational entertainment as the explanatory variable, the income level, the fixed assets investment of cultural and educational entertainment, and the price index of cultural and educational entertainment as the explained variables, the multivariate linear model of cultural consumption is constructed, and the cointegration analysis and error correction model are used. It is concluded that there are long-term equilibrium and short-term fluctuations in all factors and cultural consumption. In addition, by introducing the concept of elastic coefficient and ELES model, the elastic analysis of each influencing factor is carried out, and several important conclusions are drawn: the cultural investment elasticity of the urban residents in Chongqing is relatively low. Because of the lag effect of investment, cultural investment has not fully played the role of stimulating consumption, cultural consumption is sensitive to the change of income, only by improving the income level can it be possible to expand cultural consumption. The characteristics and nature of cultural products determine that their prices are inelastic. Finally, according to the theoretical research and empirical analysis model of influencing factors, According to the present situation of the development of cultural consumption of urban residents in Chongqing, this paper puts forward some feasible and rational policy suggestions for promoting the healthy and prosperous development of cultural consumption: persisting in the reform of income distribution, increasing residents' income, promoting the reform of cultural system, Regulate the cultural market; reasonably stabilize the prices of cultural consumer goods; renew the awareness of cultural consumption of residents.
