日印孟艾高铁合作的动因、影响和前景分析

【摘要】：日印两国同为中国重要邻国,与中国存在领土争议问题。当前中日两国都正大力推行高铁外交,印度首条高铁选择日本新干线系统受到世人的瞩目。本文探讨了日印孟艾高铁合作的动因及其对中日印三国的影响,并在此基础上对日印孟艾高铁合作的前景进行了讨论。综合运用新制度主义、地缘政治经济学的理论分析方法,从多维度角度分析日印孟艾高铁合作的战略性价值,而不仅仅局限于对日印孟艾高铁合作的经济效应进行分析。孟艾高铁采用日本新干线系统,是日印两国关系不断深化、经济利益考量、安倍经济学、孟艾高铁盈利预期高和中国因素等多重因素叠加的结果。日印孟艾高铁合作促使两国关系上升到新的维度,使新干线系统在印度站稳了脚跟,给中国高铁外交增添了阻力。日元继续贬值可能性,印度实施高铁平衡外交,印度国内恐怖主义和征地困难等问题使日印孟艾高铁合作前景不明朗。中国应加强高铁核心技术的研发,学习新干线外交的比较优势,通过实地考察、研讨会等形式提升中国高铁影响力。研究日印孟艾高铁合作的动因、影响与前景对于拓宽日印两国关系的研究领域,跟进日印两国关系的发展动向,以及对中国做好在印度的高铁外交具有重大的学理和现实意义。
[Abstract]:Japan and India, both important neighbors of China, have territorial disputes with China. At a time when both China and Japan are vigorously pursuing high-speed rail diplomacy, India's first high-speed rail system, Japan's Shinkansen system, has attracted worldwide attention. This paper probes into the motivation of the cooperation between Japan and India and its influence on the three countries of China, Japan and India, and discusses the prospect of the cooperation between Japan and India on the basis of this. Based on the new institutionalism and the theory of geopolitical economics, this paper analyzes the strategic value of Japan-India Mengai high-speed rail cooperation from a multi-dimensional perspective, and not only analyzes the economic effects of Japan-India Mengai high-speed rail cooperation. Mengai's adoption of Japan's Shinkansen system is the result of a combination of deepening ties between the two countries, consideration of economic interests, Abenomics, high profit expectations for Mengai high-speed rail and the Chinese factor. The Japan-India-Mengai high-speed rail cooperation has brought relations to a new dimension, established the Shinkansen system in India and added resistance to China's high-speed rail diplomacy. The possibility of a further depreciation of the yen, India's balanced diplomacy on high-speed rail, domestic terrorism and difficulties in land acquisition have made the prospects for high-speed rail cooperation between Japan and India unclear. China should strengthen the research and development of the core technology of high-speed rail, learn the comparative advantage of Shinkansen diplomacy, and enhance the influence of China's high-speed rail through field visits, seminars and other forms. It is of great academic and practical significance to study the motivation, influence and prospect of high-speed rail cooperation between Japan and India, to broaden the research field of the relationship between Japan and India, to follow up the development trend of the relationship between Japan and India, and to do a good job in China's high-speed rail diplomacy in India.
