基于合作博弈的区域科技投入主体结构优化研究

【摘要】:科技投入是一个国家和地区科技发展水平的重要标志,是该地区能否充分利用科学技术促进社会进步、提高人们生活水平的关键。近年来,为了提高科技水平,全国各地纷纷制定了以发展高新技术为核心以提高科技投入为手段的中、长期发展规划。然而,科技投入绝对数量的增加没有带来令人满意的收益,反而出现了投入效率低下、资源严重浪费的现象。1953-2002年期间,科技投入对我国经济增长的贡献率仅为17.6%,这表明科技投入在一定程度上促进了我国经济增长,但其作用并不明显,究其原因,是因为各地在强调增加科技投入的同时,忽略了科技结构的重要性。由于任何一个地区或国家在一定时期内的科技投入是一定的,因此,研究如何在确定的科技投入条件下,如何合理分配科技资源,建立科学、高效的科技投入结构对于提升区域科技竞争力、促进经济发展具有重要理论意义与现实意义。本文利用博弈论的相关知识,对我国科技投入主体结构优化进行研究。首先明确了科技投入主体结构的涵义,梳理了博弈论的相关理论;其次在完全信息的条件下,构建了以企业、高校和政府为科技投入主体的三方博弈模型,在最优结果的基础上进一步深入分析了影响最优科技投入结构比例的因素;第三将科技活动的风险作为省不确定因素引入到博弈模型,建立不完全信息条件下的以企业、高校和政府为科技投入主体的三方博弈模型,在最优结果的基础上进一步深入分析了影响最优科技投入结构比例的因素;第四,建立以企业、高校和政府为科技投入主体的合作博弈模型,利用shapley值的方法对三大投入主体之间的投入结构进行优化,并进一步深入分析了影响最优科技投入结构比例的因素;最后,在博弈模型分析结论的基础上,为我国科技投入结构的优化提出相应的政策建议。
[Abstract]:Investment in science and technology is an important symbol of the level of scientific and technological development in a country and region, and the key to promoting social progress and improving people's living standards by making full use of science and technology in the region. In recent years, in order to improve the level of science and technology, all over the country have drawn up a long-term development plan with the development of high and new technology as the core and increasing the input of science and technology as the means. However, the increase in the absolute amount of scientific and technological investment has not brought about satisfactory returns, but has resulted in inefficiency and a serious waste of resources during the period 1953-2002. The contribution rate of science and technology investment to China's economic growth is only 17.6.This indicates that science and technology investment has to a certain extent promoted our country's economic growth, but its role is not obvious. The reason for this is that all localities emphasize increasing scientific and technological investment at the same time. The importance of the structure of science and technology is ignored. Since any region or country has a certain investment in science and technology within a certain period of time, it is necessary to study how to reasonably allocate scientific and technological resources and establish science and technology under certain scientific and technological input conditions. The efficient structure of scientific and technological input is of great theoretical and practical significance to promote the competitiveness of regional science and technology and to promote economic development. Based on the knowledge of game theory, this paper studies the structure optimization of science and technology input in China. First of all, it clarifies the meaning of science and technology input subject structure, combs the relevant theory of game theory; secondly, under the condition of complete information, it constructs a tripartite game model with enterprise, university and government as the main body of science and technology investment. On the basis of the optimal results, the paper further analyzes the factors that affect the proportion of the optimal investment structure of science and technology. Thirdly, the risk of scientific and technological activities is introduced into the game model as a provincial uncertain factor, and the enterprises under the condition of incomplete information are established. On the basis of the optimal results, this paper further analyzes the factors that affect the proportion of the optimal investment structure of science and technology. The cooperative game model between university and government as the main body of science and technology investment, using the method of shapley value to optimize the input structure among the three main input bodies, and further analyzing the factors that affect the proportion of the optimal investment structure of science and technology. On the basis of the conclusion of game model analysis, the corresponding policy suggestions are put forward for optimizing the structure of science and technology investment in China.
