山西省招商引资投资环境评价研究

【摘要】：国际资本流动日益活跃，在促进经济增长方面发挥了越来越重要的作用，新的国际背景下，国际资本流动的新形势对投资环境提出了更高的要求。在我国招商引资是吸收国际投资的主要形式，同时是发展经济的重要动力。山西的招商引资规模和质量一直在不断提升，对促进经济发展做出了重要贡献，但与东部沿海地区和中部其他地区相比还有较大差距，在招商引资投资环境建设过程中还存在很多问题，投资环境质量还不能满足发展的需要。另外，现阶段对山西招商引资投资环境评价研究不足，因此研究山西招商引资投资环境评价，对提高环境服务水平，扩大招商引资规模，具有非常重要的意义。本文在综述国内外研究现状的基础上，阐述了相关概念、投资环境相关理论及其主要构成要素。从经济环境、社会文化环境、自然环境、基础设施环境和政治法律环境5个构成要素方面分别分析山西招商引资投资环境现状；结合现状和构建指标体系原则，构建符合山西实际的新的招商引资投资环境评价指标体系。选择因子分析法借助SPSS19.0软件做评价分析，这是本文的重点，先对5大环境做评价，再对综合环境做评价；一方面在省级宏观层面，用2012年的数据对全国31个地区的招商引资投资环境横向评价，得出山西招商引资投资环境排25名，在全国处于下游水平的结论；另一方面在地市微观层面，用2012年的数据对省内11个地市的招商引资投资环境横行评价，，得出各个地市的具体得分及排名；根据评价结果总结山西招商引资投资环境建设过程中存在的问题。最后根据实证结果和存在的问题，从5大环境方面分别提改善山西整体招商引资投资环境的对策和建议，从各地市的弱势环境方面提改善弱势环境的对策和建议。
[Abstract]:International capital flow is becoming more and more active and playing an increasingly important role in promoting economic growth. Under the new international background, the new situation of international capital flow has put forward higher requirements on the investment environment. Attracting investment in our country is the main form of absorbing international investment, and it is also an important driving force for the development of economy. The scale and quality of investment in Shanxi has been continuously improving, which has made an important contribution to promoting economic development, but there is still a big gap compared with the eastern coastal areas and other central regions. There are still many problems in the process of investment environment construction, and the quality of investment environment can not meet the needs of development. In addition, the present research on Shanxi investment environment evaluation is insufficient, so the study of Shanxi investment environment evaluation is of great significance to improve the level of environmental services and expand the scale of investment. On the basis of summarizing the present research situation at home and abroad, this paper expounds the related concepts, the related theories of investment environment and their main components. From the economic environment, social and cultural environment, natural environment, infrastructure environment and political and legal environment of five components of the analysis of Shanxi investment environment, combined with the current situation and the construction of index system principles, Build a new investment environment evaluation index system in line with Shanxi's reality. The choice factor analysis method makes the evaluation analysis with the SPSS19.0 software, this is the focal point of this article, first do the evaluation to the five big environment, then to the comprehensive environment; on the one hand, at the provincial macroscopic level, Using the data of 2012 to evaluate the investment environment of 31 regions in China, it is concluded that the investment environment of Shanxi province ranks 25, which is at the downstream level in the whole country; on the other hand, it is at the microcosmic level of prefectures and cities. Based on the data of 2012, the paper evaluates the investment environment of 11 prefectures in the province, obtains the concrete score and rank of each prefecture and city, and sums up the problems existing in the process of investment environment construction in Shanxi province according to the evaluation results. Finally, according to the empirical results and existing problems, the paper puts forward the countermeasures and suggestions to improve Shanxi's overall investment environment from five aspects, and puts forward the countermeasures and suggestions to improve the weak environment from the weak environment of each city.
