预算约束和经济制裁条件下的俄罗斯经济创新环境分析与战略选择

【摘要】：从宏观上考量俄罗斯的发展路径,以创新来提高有限资金的回报率不失为摆脱困境的举措,但这需要研判地区、企业、政府战略等创新发展要素。当前,地区和企业创新在俄罗斯面临着各种障碍,以政府战略为依托的《创新俄罗斯—2020》开始初步显现其正面效果,但同时要考虑新模式下的俄罗斯"万众创新",即不单纯是自上而下的创新战略,而是技术创新和社会创新协同发展。
[Abstract]:Considering the development path of Russia macroscopically, it is necessary to study the regional, enterprise, government strategy and other innovative development elements to improve the rate of return of limited funds. At present, regional and enterprise innovation is facing various obstacles in Russia. "Innovation Russia-2020", based on the government strategy, is beginning to show its positive effects. But at the same time, we should consider the Russian "numerous innovation" under the new mode, that is, not only the top-down innovation strategy, but also the coordinated development of technological innovation and social innovation.
