基础设置对我国产业升级的作用机理研究

【摘要】：本文分析了基础设置1（包括“硬性”和“软性”）对我国产业升级的作用机理。具体而言，中国硬性基础设置通过降低企业出口的交易成本促进企业出口的集约和扩展边际，，形成中国产业的规模效应，从横向上促进中国产业升级；中国软性基础设置尤其是知识产权制度提供与企业发展相匹配的制度保护，帮助企业规避风险，促使企业自主研发，进行企业升级，从纵向上促进产业升级。我国软、硬基础设置的产业升级的共同作用，形成了我国现阶段的产业结构，促成我国成为制造业大国。 本文在新结构经济学和Melitz异质性企业贸易模型的基础上构建了基础设置对产业升级作用机理的理论模型，通过因子分析法测量了我国包括交通、通信、能源等方面的硬性基础设置综合水平和以知识产权制度为主的软性基础设置水平，在此基础上借鉴钱纳里的“标准结构”模型检验了软、硬基础设置对产业升级的影响方向及作用程度，得出以下主要结论：我国硬性基础设置和软性基础设置都对我国产业升级起正向激励作用，但是硬性基础设置相对软性基础设置对我国产业升级的作用更大。 由此可以看出在我国进入工业化以来，大力发展低端制造业，硬性基础设置的完善为我国制造业发展并形成规模效应提供了支撑条件；与此相反，在低端制造业发展过程中，所需技术水平较低，因而知识产权等制度建设起步较晚，软性基础设置对我国产业升级的作用还没有完全发挥出来。但纵观全球，应该看到软性基础设置尤其是知识产权制度建设对产业升级的重要作用。对我国企业来说基础设置是外生的，且软性基础设置建设起步较晚，因此政府应充分发挥其职能，从国内、国外两个层面加强知识产权制度建设，尤其是加强知识产权专门人才的培养。
[Abstract]:This paper analyzes the action mechanism of basic setup 1 (including "hard" and "soft") on China's industrial upgrading. Specifically, China's rigid basic setting promotes the intensification and expansion margin of enterprise's export by reducing the transaction cost of enterprise's export, forms the scale effect of Chinese industry, and promotes China's industrial upgrading horizontally. China's soft foundation system, especially the intellectual property system, provides institutional protection commensurate with the development of enterprises, helps enterprises to avoid risks, urges enterprises to develop independently and upgrade enterprises, and promotes industrial upgrading vertically. The joint action of industrial upgrading of soft and hard foundation in our country has formed the industrial structure of our country at the present stage and promoted our country to become a big manufacturing country. Based on the new structural economics and the Melitz heterogeneous enterprise trade model, this paper constructs a theoretical model of the mechanism of the effect of the basic setup on the industrial upgrading, and measures the traffic and communications in China by factor analysis. On the basis of the comprehensive level of rigid foundation setting in energy and the soft foundation setting level based on intellectual property rights system, we use Chennari's "standard structure" model to test the softness. The main conclusions are as follows: both the hard foundation setting and the soft foundation setting play a positive role in the industrial upgrading of our country. But the rigid foundation setting has a greater effect on the industrial upgrading of our country than the soft foundation setting. From this, we can see that since the industrialization of our country, we have vigorously developed the low-end manufacturing industry, and the improvement of the rigid foundation has provided the supporting conditions for the development of our manufacturing industry and the formation of scale effect. On the contrary, in the development of low-end manufacturing industry, the level of required technology is relatively low, so the construction of intellectual property rights and other institutions started relatively late, and the role of soft foundation setting on industrial upgrading in China has not been fully brought into play. But throughout the world, we should see the important role of soft foundation setting, especially the construction of intellectual property system, in industrial upgrading. For Chinese enterprises, the basic setup is exogenous, and the soft foundation setup starts late. Therefore, the government should give full play to its functions and strengthen the construction of intellectual property system from the domestic and foreign levels. In particular, we should strengthen the training of intellectual property professionals.
