河北省消费型环境污染的行业差异及影响因素分析

【摘要】：近年来，我国多个地区频繁遭遇雾霾天气，，对经济社会影响巨大，促使人们高度关注环境问题。2013年以国家新标准对74个城市的空气环境质量进行监测，十大污染城市有七个聚集在河北省，河北省环境污染问题严重，如何协调好经济发展与污染减排的关系成为河北的核心问题。从经济学上讲，生产是为了消费，消费决定着生产，因此基于消费角度，兼顾区内贸易和国际贸易，研究河北省各行业的消费型环境污染减排责任具有重要的理论和现实意义。首先，在定义消费型污染排放内涵的基础上，基于投入产出法，建立了消费型环境污染排放的方法体系与模型，为河北省消费型环境污染排放的分析奠定了基础。其次，基于消费型环境污染排放核算体系建立了河北省27个行业消费型环境污染排放模型，并以此为基础分析河北省城镇居民消费、农村居民消费以及由于贸易而引起的各行业二氧化硫（SO2）、化学需氧物（COD）、烟尘污染排放的差异。实证研究表明，消费视角下河北省污染排放行业主要集中在煤炭开采和洗煤业、炼焦、煤气及石油加工业、电力、热力生产和供应业、建筑业和其他行业等高耗能行业，并且行业污染物排放中二氧化硫（SO2）的排放量最大。再次，从能源结构、贸易结构、消费结构、城乡差异等视角，剖析了对河北省27个行业消费型污染排放差异的影响因素，结果表明以煤炭为主的能源消费结构导致各行业SO2排放较高，并且贸易结构对各行业的消费型污染排放影响占主导地位。最后，针对研究结果，凝练了研究结论，提出了河北省污染减排的有关措施，并分析研究不足，提出了下一步深化研究的重点方向。
[Abstract]:In recent years, many regions in China have encountered haze weather frequently, which has a great impact on economy and society, and has prompted people to pay close attention to environmental problems. In 2013, the air quality of 74 cities was monitored according to the new national standards. Seven of the ten polluted cities are gathered in Hebei Province. The environmental pollution problem in Hebei Province is serious. How to coordinate the relationship between economic development and pollution reduction has become the core problem in Hebei Province. From the economic point of view, production is for consumption, consumption determines production. Therefore, it is of great theoretical and practical significance to study the responsibility of consumer environmental pollution reduction in Hebei province based on consumption perspective, taking into account regional trade and international trade. Firstly, on the basis of defining the connotation of consumptive pollution emissions, the method system and model of consumptive environmental pollution emissions are established based on the input-output method, which lays a foundation for the analysis of consumption environmental pollution emissions in Hebei Province. Secondly, based on the consumption environmental pollution emission accounting system, this paper establishes 27 industry consumption environmental pollution emission models in Hebei Province, and analyzes the consumption of urban residents in Hebei Province. The differences of sulfur dioxide (SO2) and (COD), soot emissions caused by trade among rural residents. Empirical research shows that the pollution emission industries in Hebei Province are mainly concentrated in coal mining and coal washing industry, coking, gas and petroleum processing industry, power, thermal production and supply industry, construction industry and other industries, etc. And industry pollutant emissions of sulfur dioxide (SO2) emissions the largest. Thirdly, from the perspective of energy structure, trade structure, consumption structure, urban and rural differences, this paper analyzes the influence factors on the differences of consumption pollution emissions in 27 industries in Hebei Province. The results show that the energy consumption structure based on coal leads to higher SO2 emissions in different industries, and the trade structure has a dominant effect on the consumption pollution emissions in various industries. Finally, based on the results of the study, the conclusion of the study is condensed, the relevant measures for reducing pollution in Hebei Province are put forward, and the deficiency of the research is analyzed, and the key direction of further research is put forward.
