国家级新区发展困境分析与可持续发展思考

【摘要】：作为一项新区域政策,随着国家区域发展战略日益由单极驱动转向多极增长,国家相继批复了多个国家级新区,新区的区域布局、批复目的以及央地博弈策略也都发生了较大变化。目前国家级新区的发展实际与发展目标存在着一定背离,且部分新区背离呈现日益严重态势。总体上,国家级新区发展普遍存在顶层制度设计和基层先行先试创新的央地良性互动还未形成、有效协同内部利益的发展体制保障还未理顺、地方政府主导土地运营的投资拉动模式还未摆脱等三大困境。在促进国家级新区可持续发展上,应强化中央政府对国家级新区制度统筹的顶层设计,地方政府应创新利用好先行先试的政策许可,构建适合自身的管理体制保障,积极探索区域开发和治理新模式。
[Abstract]:As a new regional policy, as the national regional development strategy is increasingly shifting from unipolar to multi-polar growth, the state has successively approved the regional layout of many national-level new districts and new districts. The purpose of approval and game strategy of central game have also changed greatly. At present, there is a certain deviation between the development practice and the development goal of the national new area, and some of the new areas deviate from each other more and more seriously. On the whole, the development of new areas at the national level is generally characterized by a benign interaction between the central and the local authorities in the design of the top-level system and the first-test innovation at the grass-roots level, and the development institutional guarantee for effective coordination of internal interests has not yet been straightened out. The investment pull mode of local government leading land operation has not got rid of three predicaments. In order to promote the sustainable development of state-level new districts, the central government should strengthen the top-level design of the system of state-level new districts, and the local governments should make good use of the policy permission of the first test, and construct the appropriate management system guarantee. Actively explore new models for regional development and governance.
