宁波开发区招商引资战略研究

【摘要】:以开发区兴起为代表的我国改革开放历程,招商引资在弥补建设资金不足、促进经济发展、形成地方产业、增加居民就业、推动城市建设等方面起到了重要作用。然而因政府的主导招商,忽视了经济发展与社会发展的内在规律,政治干预影响经济规律,各种矛盾开始积累;当下国内外环境不断变化,近期上海自贸区的成立更显示出我国开发开放的新姿态,对开发区的进一步发展提出了更高要求,两者叠加使招商引资面临新的困境。现有的理论难以有效解决上述困境,本文以宁波开发区为案例,通过研究开发区招商引资的历史,分析当下环境,尝试建立“三维一体”的招商战略模型,为今后发展提供与时俱进的配套招商理论。正是基于上述考虑,本人选取了“宁波开发区招商引资战略研究”作为毕业论文的选题。 本文的研究思路是按照“理论基础-历史特点-现状分析-战略模型-保障措施”的思路展开。论文开篇论述了招商引资的相关背景和写作意义;第二部分介绍了招商引资和战略的概念;第三部分介绍宁波开发区已经历的“开发、提速、创业”三个历史阶段招商引资的发展背景和特点;第四部分宁波开发区新时期招商引资环境SWOT分析是文章的核心,归纳新的内外环境特点,,引入SWOT分析法,找到问题症结:土地资源短缺、空间布局不合理、地理条件限制、政策影响偏弱、节能减排压力增大等;也看到新的机遇:海洋经济契机、城镇化进程,消费时代的到来。文章对此进行SWOT战略分析,并结合本人工作实践,提出“三维一体”的战略模型:在政府层战略上,要求重点围绕港口优势、贸易规模、产业平台进行深化扩展,确立在长三角的区域竞争优势;在执行层战略上,要求各级招商部门围绕城镇化改革、消费升级和企业转型升级展开选商整资;在配套层战略上,以部门联动、土地整合、组合政策等组合优势应对不断变化的招商环境,强化宁波开发区招商引资的竞争优势;第五部分提出了相应的招商引资保障措施。第六部分是文章的结论与不足。
[Abstract]:In the course of China's reform and opening up, represented by the rise of development zones, attracting investment has played an important role in making up for the shortage of construction funds, promoting economic development, forming local industries, increasing residents' employment and promoting urban construction. However, due to the government's leading investment, ignoring the internal law of economic development and social development, political intervention affected the economic law, and various contradictions began to accumulate. At present, the environment at home and abroad is constantly changing, the recent establishment of Shanghai Free Trade Zone even more shows the new attitude of China's development and opening up, put forward higher requirements for the further development of the development zone, the combination of the two causes the new predicament of attracting investment. It is difficult for the existing theories to solve these difficulties effectively. This paper takes Ningbo Development Zone as a case study, analyzes the current environment, and tries to establish a strategic model of "three dimensional integration" by studying the history of investment attraction in the development zone. For the future development to provide with the supporting investment theory. Based on the above considerations, I selected "Ningbo Development Zone investment strategy research" as the topic of graduation thesis. The research idea of this paper is based on the idea of "theoretical basis-historical characteristics-current situation analysis-strategic model-safeguard measures". At the beginning of the thesis, it discusses the background and writing significance of attracting investment, the second part introduces the concept of investment and strategy. The third part introduces the development background and characteristics of Ningbo Development Zone (Ningbo Development Zone) in three historical stages: "developing, speeding up, and starting a business". The fourth part, the SWOT analysis of the investment environment of Ningbo Development Zone in the new period is the core of the article. This paper summarizes the new characteristics of the internal and external environment, introduces the SWOT analysis method, and finds out the crux of the problem: the shortage of land resources, the unreasonable spatial distribution, and the limitation of geographical conditions. The influence of policy is weak and the pressure of energy saving and emission reduction is increasing; Also sees the new opportunity: the marine economy opportunity, the urbanization process, the consumptive age arrival. This article carries on the SWOT strategic analysis to this, and unifies my work practice, proposes the "three-dimensional integration" strategic model: in the government level strategy, requests the emphasis to revolve the port superiority, the trade scale, the industry platform carries on the deepening expansion, in the government level strategy, Establishing the regional competitive advantage in the Yangtze River Delta; On the executive level strategy, the investment promotion departments at all levels should focus on the urbanization reform, consumption upgrading and enterprise transformation and upgrading to carry out investment selection; In the strategy of supporting layer, the combination advantages of department linkage, land integration and combination policy should be used to cope with the ever-changing investment environment and strengthen the competitive advantage of Ningbo Development Zone to attract investment. The fifth part puts forward the corresponding measures to ensure the investment and investment in Ningbo Development Zone. The sixth part is the conclusion and deficiency of the article.
