中国经济新阶段质量型增长的动力转换难点与破解思路

【摘要】：在新常态的背景下,我国经济发展迈入新的历史起点,经济增长进入新阶段。新阶段,我国面临重塑经济增长动力的艰巨任务,亟需构建起质量型经济增长的新动力,为新一轮经济增长创造前提,从而实现产业升级和经济结构优化。新阶段质量型增长动力转换的内容包括:从规模扩张转向效率提升;从经济结构多元化转向经济结构高级化;从制度构建转向制度创新;从需求刺激转向供给结构改革。质量型经济新阶段动力转换的难点在于:经济增长效率低下,经济结构失衡,经济增长的有效供给不足,经济增长中创新能力欠缺。新阶段质量型增长动力重塑的思路及对策为:推进供给侧结构性改革,重聚经济发展新活力;实施创新驱动发展战略,促进经济增长动力机制的有效转换;提高资源利用效率,引领绿色经济发展模式;深化改革,实现短期增长和长期增长相结合。
[Abstract]:Under the background of the new normal, China's economic development has entered a new historical starting point and economic growth has entered a new stage. In the new stage, our country is faced with the arduous task of reshaping the motive force of economic growth. It is urgent to construct a new power of qualitative economic growth to create the premise for a new round of economic growth, so as to realize the upgrading of industry and the optimization of economic structure. The content of the transformation of qualitative growth power in the new stage includes: from scale expansion to efficiency improvement; from diversification of economic structure to high level of economic structure; from institutional construction to institutional innovation; from demand stimulation to supply structure reform. The difficulty of power transformation in the new stage of qualitative economy lies in the low efficiency of economic growth, the imbalance of economic structure, the shortage of effective supply of economic growth, and the lack of innovation ability in economic growth. The ideas and countermeasures of the reconstruction of qualitative growth power in the new stage are as follows: to promote supply-side structural reform, to reunite the new vitality of economic development, to implement the strategy of innovation-driven development, and to promote the effective transformation of economic growth motive mechanism; We should improve the efficiency of resource utilization, lead the development mode of green economy, deepen reform and realize the combination of short-term growth and long-term growth.
