生态约束下的京津冀地区非首都功能疏解承接能力评价

【摘要】：非首都功能过度聚集,一方面会造成拥挤效应,不利于北京的健康发展;另一方面会对周边地区产生负面影响,导致区域间发展差距过大。功能疏解绝非简单的"转移搬迁",需要结合迁入地的发展条件和承载能力精准对接。本文首先回顾京津冀地区功能转移承接地的规划建设情况,其次结合都市区功能算法、区位商指数和修正的引力模型定量分析京津冀地区功能分布现状及近年来的转移疏解趋势,最后在现有研究的基础上综合应用超效率DEA方法和主成分分析法对2013年天津及河北各地级市的功能疏解承接能力作综合评估,并提出改进建议。
[Abstract]:Excessive accumulation of non-capital functions, on the one hand, will cause congestion effect, which will not be conducive to the healthy development of Beijing; on the other hand, it will have a negative impact on the surrounding areas, resulting in excessive regional development gap. Function dredging is not a simple "transfer and relocation", which needs to be accurately docked with the development conditions and bearing capacity of the relocation site. This paper first reviews the planning and construction of function transfer grounding in Beijing-Tianjin-Hebei region, and then quantitatively analyzes the present situation of function distribution and the trend of transfer and thinning in Beijing-Tianjin-Hebei region in recent years combined with metropolitan function algorithm, location quotient index and modified gravity model. Finally, on the basis of the existing research, the super-efficiency DEA method and principal component analysis method are used to evaluate the function thinning ability of Tianjin and Hebei prefectural cities in 2013, and some suggestions for improvement are put forward.
