领导干部水资源资产离任审计研究

【摘要】：开展领导干部自然资源资产离任审计是党中央加强生态文明建设的重要措施,是审计机关的一项重要工作任务。水资源资产是自然资源资产的重要组成部分,领导干部水资源资产离任审计有其自身的特点。本文从水资源资产离任审计的目标、范围、内容、方式方法、评价指标、常见问题、定责和追责依据等方面进行了研究探讨,提出了审计的目标,合理界定了审计的范围和内容,归纳了常见的问题类型,构建了七大类评价指标,为开展领导干部自然资源资产离任审计提供了参考。
[Abstract]:It is an important measure for the CPC Central Committee to strengthen the construction of ecological civilization and an important task for audit institutions to carry out the audit of natural resources assets of leading cadres. Water resources assets are an important part of natural resources assets, and the outgoing audit of water resources assets of leading cadres has its own characteristics. This paper studies and discusses the goal, scope, content, method, evaluation index, common problems, accountability and accountability basis of the outgoing audit of water resources assets, puts forward the objectives of the audit, reasonably defines the scope and content of the audit, sums up the types of common problems, and constructs seven kinds of evaluation indexes, which provides a reference for the audit of the departure of natural resources assets of leading cadres.
