吉林省工业化与城镇化互动发展研究

【摘要】：工业化与城镇化是新世纪中国深入推进经济社会发展所面临的双重任务。工业化与城镇化的良性互动，有利于中国全面建设小康社会目标的尽快实现。吉林省作为计划经济时期形成的老工业基地，工业化速度和质量对经济社会发展具有深刻的影响。特别是，吉林省工业化与城镇化道路有悖于国内多数省份和地区，迄今工业化与城镇化尚未形成良性互动。探索吉林省工业化与城镇化的互动发展，不仅能通过加快工业化与城镇化进程大力促进吉林省经济和社会发展，而且能为全国其他相似省份提供参考和借鉴。工业化与城镇化联系紧密，相互影响，可以通过良性互动实现共同发展。工业化能够通过拉动就业、增加收入、转变土地利用方式等途径推动城镇化进展，而城镇化能够通过促进要素集聚、提供流通市场、优化产业布局等方式促进工业化进步。目前，吉林省正处于工业化中期阶段。改革开放以来，吉林省工业化率呈“U型”发展趋势，表明吉林省正经历“再工业化”过程。吉林省产业结构以工业为主，且重工业占据主导地位。吉林省城镇化率一直高于全国平均水平，但增速缓慢。吉林省已经初步形成大、中、小城市和小城镇共同发展的等级规模体系和东、中、西三大区域城镇空间框架。吉林省工业化与城镇化的互动发展大致经历了互动框架初步确立、互动关系动荡前行、互动关系的市场化调整、互动关系的加速推进等四个阶段。迄今为止，，吉林省工业化与城镇化尚未形成良性互动，表现为与工业化率下降相伴生的是城镇化率的稳步上升，而与工业化率持续提高相伴生的是城镇化率增速的放缓，且城镇化率/工业化率一直较低且呈现下降趋势。吉林省工业化与城镇化互动发展的制约因素主要有：产业结构不合理，表现为重工业畸形发展、农村现代化水平不足、服务业发展滞后等；城乡二元体制的制约，表现为土地管理制度的阻碍、二元户籍制度的限制、社会保障制度的影响等；城镇体系空间布局的制约，表现为区域间联动性差、中心城市扩散效应不足、重点镇承接城乡作用有限等。实现吉林省工业化与城镇化的良性互动，应从如下几个方面着手：合理调整产业结构,包括加快推进工业产业结构升级、切实增强服务业带动能力、积极推动农业现代化发展等；打破二元体制障碍，包括创新农村土地制度、改革城乡户籍制度、完善社会保障制度等；完善城镇体系建设，包括形成区域间良性互动、发挥中心城市扩散效应、提升重点镇承接作用等。
[Abstract]:Industrialization and urbanization are the dual tasks that China faces in promoting economic and social development in the new century. The benign interaction between industrialization and urbanization is conducive to the realization of the goal of building a well-off society in an all-round way in China as soon as possible. As an old industrial base formed in planned economy period, the speed and quality of industrialization have a profound influence on economic and social development in Jilin Province. In particular, the road of industrialization and urbanization in Jilin Province is contrary to most provinces and regions in China, so far industrialization and urbanization have not formed a benign interaction. Exploring the interactive development of industrialization and urbanization in Jilin Province can not only accelerate the process of industrialization and urbanization to promote the economic and social development of Jilin Province, but also provide reference for other similar provinces in China. Industrialization and urbanization are closely linked, influence each other, can achieve common development through benign interaction. Industrialization can promote the progress of urbanization by stimulating employment, increasing income and changing the mode of land use, while urbanization can promote the progress of industrialization by promoting the concentration of elements, providing circulation market, optimizing the industrial layout and so on. At present, Jilin Province is in the middle stage of industrialization. Since the reform and opening up, the industrialization rate of Jilin Province shows the trend of "U-type" development, which indicates that Jilin Province is experiencing the process of "re-industrialization". The industrial structure of Jilin Province is dominated by industry, and heavy industry occupies a leading position. Jilin Province urbanization rate has been higher than the national average, but the growth rate is slow. Jilin Province has initially formed a large, medium, small cities and small towns and small cities and towns in common development of the hierarchical scale system and the east, central, western three regional urban space framework. The interactive development of industrialization and urbanization in Jilin Province has experienced four stages: the initial establishment of the interactive framework, the turbulent advance of the interactive relationship, the market-oriented adjustment of the interactive relationship, and the accelerated promotion of the interactive relationship. So far, industrialization and urbanization in Jilin Province have not formed a positive interaction, the decline of industrialization is accompanied by a steady increase in urbanization rate, and the sustained increase in industrialization rate is accompanied by a slowdown in the rate of urbanization growth. And urbanization rate / industrialization rate has been low and showing a downward trend. The main factors restricting the interactive development of industrialization and urbanization in Jilin Province are: unreasonable industrial structure, abnormal development of heavy industry, insufficient level of rural modernization, lagging development of service industry, restriction of urban-rural dual system, etc. The obstacles of land management system, the restriction of dual household registration system, the influence of social security system, the restriction of spatial distribution of urban system, the poor inter-regional linkage, the insufficient diffusion effect of central city, etc. Key towns to undertake the role of urban and rural limited. To realize the benign interaction between industrialization and urbanization in Jilin Province, we should start from the following aspects: rationally readjust the industrial structure, including speeding up the upgrading of the industrial structure, and earnestly enhancing the ability of the service industry to drive, Actively promoting the development of agricultural modernization; breaking down the obstacles of the dual system, including innovating the rural land system, reforming the urban-rural household registration system, perfecting the social security system, and perfecting the construction of the urban system, including the formation of a positive interaction between regions, Give play to the diffusion effect of central cities, promote the role of key towns to undertake, and so on.
