文化产业发展的制度创新研究

【摘要】：随着世界范围内文化与经济相互融合趋势的加强，经济增长中文化的推动力越来越突出，经济竞争中文化因素的作用越来越重要，各级政府也因地制宜，把发展文化产业作为发展经济的有效途径。近年来，我国文化产业依托丰富的文化资源取得快速发展，但整体发展水平较低，，技术含量不高，文化创新力不足，国际市场上缺乏竞争力。很多学者已经认识到了这一点，开始从理论层面上进行探讨。本文以文化产业制度创新为研究对象，基于新制度经济学制度创新理论，探讨我国文化产业发展中如何进行制度创新。文章的整体结构框架如下：首先，对文化产业与制度创新的相关概念、理论进行了界定与概述。以文化产业与制度创新这两个概念为切入点，分析界定了文化产业制度，并对文化产业制度创新的原因与作用进行了研究。其次，详细分析了我国文化产业制度变迁的过程，用“需求--供给”方法分析了影响制度变迁供需的各种因素；针对我国文化产业制度创新的现状，从三个方面进行了具体分析。最后，针对我国当前文化产业发展中制度创新存在的已有问题，分别从国家、产权、企业三个方面提出了切实可行的制度创新建议。
[Abstract]:With the strengthening of the trend of the integration of culture and economy around the world, the driving force of culture in economic growth is becoming more and more prominent, the role of cultural factors in economic competition is becoming more and more important, and governments at all levels are responding to local conditions. The development of cultural industries as an effective way to develop the economy. In recent years, China's cultural industry has made rapid development on the basis of abundant cultural resources, but the overall development level is relatively low, the technology content is not high, the cultural innovation power is insufficient, and the international market lacks competitiveness. Many scholars have realized this point. This article takes the cultural industry institutional innovation as the research object, based on the new institutional economics institutional innovation theory, discusses how to carry on the system innovation in the development of the cultural industry of our country. The whole structure frame of the article is as follows:. First of all, the related concepts of cultural industry and institutional innovation are defined and summarized in theory. Based on the two concepts of cultural industry and institutional innovation, this paper analyzes and defines the system of cultural industry. The reason and function of system innovation of cultural industry are also studied. Secondly, it analyzes the process of institutional change of cultural industry in China in detail, and analyzes the various factors that affect the supply and demand of institutional change with the method of "demand-supply", aiming at the present situation of institutional innovation of cultural industry in China. Concrete analysis is made from three aspects. Finally, aiming at the existing problems of system innovation in the development of cultural industry in our country, this paper puts forward some feasible suggestions on institutional innovation from three aspects: state, property right and enterprise.
