枣庄市文化产业发展中的政府作用研究

【摘要】：文化是民族的血脉，是民族的脊梁。各族人民紧密团结、自强不息，共同创造出源远流长、博大精深的中华文化，为中华民族发展壮大提供了强大精神力量。当代中国进入了全面建设小康社会的关键时期和深化改革开放、加快转变经济发展方式的攻坚时期，文化越来越成为综合国力竞争的重要因素、越来越成为经济社会发展的重要支撑。虽然我国己经取得了世界瞩目的经济成就，但是这些成就的取得在很大程度上是依靠高消耗、高排放、低收益这种粗放的增长方式实现的，为此我们付出了资源的极大消耗和环境破坏的代价。枣庄市这样依托开采煤炭等矿产而发展起来的资源型城市，面临资源枯竭的威胁，随着自然资源的枯竭，陷入“矿竭城衰”的境地，并带来了一系列经济和社会等方面的问题与矛盾。如何尽快进行产业结构调整,实现经济转型和可持续发展,是枣庄市所面临的迫切任务。本文在查阅大量的与文化产业发展相关的国家和地方政策法律、法规文件，参阅大量他人研究的理论成果的基础上，以枣庄市政府的在文化产业发展中的作用为研究对象，对枣庄市文化产业发展的现状进行了初步总结，，并对其在政府领导下取得的成绩进行归纳总结，文章分为五个章节，第一章绪论主要介绍了选题理由及意义和研究现状及趋势；第二章分析枣庄市文化产业发展现状及政府作用；第三章分析枣庄文化产业发展中政府作用的主要问题及原因；第四章介绍国内外文化产业发展中的政府作用及其经验借鉴；第五章提出枣庄市在文化产业发展中发挥政府作用的对策建议。

Contemporary China entered the comprehensive construction affluent society's key period and deepening reform and opening up, accelerate the transformation of economic development in the crucial period that culture is increasingly becoming an important factor in the competition of comprehensive national strength, has become an important support for economic and social development. Although China has made world economic achievements, but these achievements rely heavily on high consumption, high emission, the extensive mode of growth and low income for this. Resource type city in Zaozhuang that rely on coal mining and other mineral development, face The threat of resource exhaustion, with the depletion of natural resources, in "decliningquot situations, and brought a series of problems and contradictions in the economic and social aspects.
