支持西藏文化产业发展的金融政策研究

【摘要】：当前,文化产业在全球范围内快速增长,推动国民经济和产业结构转型的作用日益凸显。西藏作为我国文化大区,虽然自身拥有丰富的文化资源,但产业发展相对滞后,亟待破除一系列政策瓶颈。金融是经济的血脉,金融政策对企业发展至关重要,西藏文化产业发展需要良好的金融政策环境。结合发达国家金融支持文化产业发展的政策手段,着重考虑目前区内文化企业与金融业发展水平,未来加强和改善金融支持西藏文化产业发展的政策,可以从如下五方面入手:1、推动金融机构管理体制创新,研究适合文化产业特点的金融产品和服务;2、进一步拓宽多元化融资渠道,扩大文化企业直接融资规模;3、探索研究区域文化产权交易机构,解决文化企业和金融市场信息不对称问题;4、加强金融政策、财政政策和产业政策的有机结合,促进银政企合作;5、加快配套制度和服务体系建设,推动文化企业改革创新。
[Abstract]:At present, the rapid growth of cultural industry in the global scope, promoting the national economy and industrial structure transformation role is increasingly prominent. As a cultural region in China, Tibet has rich cultural resources, but its industrial development lags behind, so it is urgent to break down a series of policy bottlenecks. Finance is the blood of economy, and financial policy is very important to the development of enterprises. The development of Tibetan cultural industry needs a good financial policy environment. In combination with the policies and means of financial support for the development of cultural industries in developed countries, the emphasis is placed on the current level of development of cultural enterprises and finance in the region, and on strengthening and improving the policies of financial support for the development of cultural industries in Tibet in the future. We can start with the following five aspects: 1, to promote innovation in the management system of financial institutions, to study financial products and services suitable for the characteristics of cultural industries, and to further broaden diversified financing channels. To expand the scale of direct financing for cultural enterprises, to explore and study regional cultural property rights trading institutions, to solve the problem of asymmetric information between cultural enterprises and financial markets and to strengthen the organic integration of financial policies, fiscal policies and industrial policies; To promote cooperation between banks, government and enterprises, accelerate the construction of supporting systems and service systems, and promote the reform and innovation of cultural enterprises.
