我国文化市场体系建设中制度设计的不足及原因探析

【摘要】：当前我国文化市场体系建设中主要的制度安排,包括文化市场准入制度、内容审查制度、产权制度以及行政执法制度等内容,文化市场体系建设的制度设计存在着准入制度较严格、文化管理体制不健全、市场信用制度未建立、文化法制建设不完善等不足之处。造成这些不足的原因,在于文化市场体系制度变迁的路径依赖以及渐进式制度变迁的固有缺陷、未理顺政府与市场关系以及政府与社会的关系、我国文化市场体系发育的不完善等。
[Abstract]:At present, the main institutional arrangements in the construction of the cultural market system in China include the cultural market access system, the content review system, the property right system and the administrative law enforcement system, etc. There are some shortcomings in the system design of cultural market system, such as strict access system, imperfect cultural management system, unestablished market credit system, imperfect cultural legal system construction, and so on. The reasons for these deficiencies lie in the path dependence of the institutional changes of the cultural market system and the inherent defects of the gradual institutional changes, the failure to straighten out the relationship between the government and the market and the relationship between the government and the society. The imperfect development of Chinese cultural market system.
