【摘要】：正党的十八届三中全会通过了《中共中央关于全面深化改革若干重大问题的决定》,其核心内容都与市场相关:一是发挥市场在资源配置中的决定性作用,二是建设统一开放、竞争有序的市场体系,因此,理解《决定》的核心是"市场"二字。对《决定》中文化产业部分内容的具体解读如下。一、完善文化管理体制文件指出,推动政府部门由办文化向管文化转变,推动党政部门与其所属的文化企事业单位进一步理顺关系。建立党委和政府监管国有文化资产的管理机构,实行管
