金融支持新疆企业“走出去”研究

【摘要】：随着经济全球化进程的加快和我国改革开放深度的不断加深,我国对外开放的战略方针正经历着从全面引进外资走向全方位“走出去”的改变。特别是在“十三五”规划的提出,以“一带一路”建设为总的纲领,加大丰富对外开放内涵,提升对外开放的水平,在提高利用外资和对外投资水平上,鼓励企业扩大对外投资和境外融资,为企业“走出去”过程中提供更多的金融政策支持。新疆企业“走出去”的战略实施已经二十多年了,在这二十多年的时间里,新疆企业“走出去”取得了一些成绩,但同时也面临许多危险和困境,在面临复杂多变的国际环境和金融环境之时,企业往往孤立无援且自身防御风险较差,在加上对外投资和进出口贸易额的急剧上涨,大部分企业“走出去”也面临着融资难等困境。本文选择金融支持新疆企业“走出去”作为研究对象,主要分析金融支持以及新疆企业“走出去”的历史现状以及金融支持对于新疆企业“走出去”过程中存在的问题,通过计量实证分析,金融支持对于新疆企业“走出去”的影响深度和强度,从中找到金融支持新疆企业“走出去”存在的问题,同时借鉴国内外金融支持企业“走出去”实践经验和结合新疆独特的人文经济环境,从金融支持角度提出促进新疆企业“走出去”的具体解决措施,希望弥补新疆金融支持机构在支持企业“走出去”过程中的不足,使新疆能更好的实施促进企业“走出去”步伐,使新疆经济更好的腾飞。研究结果表明,第一,金融对新疆企业“走出去”有积极的明显支持作用,加大金融对新疆企业“走出去”的支持力度必将加快其“走出去”步伐,但金融对新疆企业“走出去”的支持作用还存在明显差异;第二,新疆银行业、证券市场、保险市场以及金融支持政策在支持新疆企业“走出去”过程中均存在各种问题,究其原因,是由于新疆经济发展水平较低,证券市场发展不完善、保险市场发展缓慢、金融服务水平低下等原因;第三,分别从构建完善资金支持体系建设主要包括完善商业性金融支持支持体系以及政策性金融支持体系、完善对外投资服务和保障体系以及风险防范机制等方面促进新疆企业“走出去”金融支持体系,从而发挥新疆金融更好对新疆企业“走出去”的支持、带动和促进作用,实现新疆企业加快“走出去”步伐的目标。
[Abstract]:With the acceleration of the process of economic globalization and the deepening of China's reform and opening up, the strategic policy of our country's opening to the outside world is undergoing a change from the overall introduction of foreign capital to the all-round "going out".In particular, in the proposal of the 13th Five-Year Plan, taking the construction of "Belt and Road" as the general program, we should increase the connotation of opening to the outside world, raise the level of opening to the outside world, and raise the level of utilization of foreign capital and foreign investment.Enterprises should be encouraged to expand their overseas investment and overseas financing, and provide more financial policy support for enterprises'"going out" process.Xinjiang enterprises have been implementing the strategy of "going out" for more than 20 years. In the past 20 years or so, Xinjiang enterprises have made some achievements in "going out", but at the same time they are also facing many dangers and difficulties.Faced with a complex and volatile international and financial environment, companies tend to be isolated and less vulnerable to their own defence risks, coupled with a sharp rise in outward investment and import and export trade,Most enterprises "go out" also faces financing difficulties and other difficulties.This paper chooses financial support for Xinjiang enterprises to "go out" as the research object, mainly analyzes the financial support, the historical situation of Xinjiang enterprises "going out" and the problems existing in the process of financial support for Xinjiang enterprises "going out".Through econometric empirical analysis, the influence of financial support on "going out" of Xinjiang enterprises is deep and strong, and the problems existing in "going out" of financial support enterprises in Xinjiang are found.At the same time, using the practical experience of financial support enterprises at home and abroad for reference and combining with Xinjiang's unique humanistic economic environment, this paper puts forward concrete solutions to promote Xinjiang enterprises'"going out" from the angle of financial support.It is hoped that the financial support institutions in Xinjiang can make up for the deficiencies in the process of supporting enterprises to go out, so that Xinjiang can better implement and promote the pace of enterprises going out, and make Xinjiang's economy take off better.The results show that, first, finance has a positive and obvious role in supporting Xinjiang enterprises "going out", and increasing the financial support for Xinjiang enterprises "going out" will surely accelerate its "going out" pace.However, there are still obvious differences in the role of finance in supporting Xinjiang enterprises to "go out". Second, there are various problems in the process of supporting Xinjiang enterprises'"going out" in the banking, securities, insurance, and financial support policies of Xinjiang.The reasons are due to the low level of economic development in Xinjiang, the imperfect development of the securities market, the slow development of the insurance market, and the low level of financial services. Third,Separately from the construction consummates the fund support system construction mainly to include consummates the commercial finance support system as well as the policy finance support system,To improve the system of foreign investment services and security, as well as the risk prevention mechanism, to promote the financial support system for Xinjiang enterprises to "go out", so as to give play to the role of Xinjiang finance in better supporting and promoting the "going out" of Xinjiang enterprises.Xinjiang enterprises to speed up the pace of "going out" goal.
