常德邮政邮务类业务发展战略研究

【摘要】:自1998年邮电分家以来,常德邮政取得了较快的发展,尤其是2007年公司化运营以后,常德邮政各项工作都取得了重大突破,年均业务收入实现了两位数的增长。在不断改革发展过程中,邮务类业务作为邮政的基础性、普遍服务性业务,随着外部市场竞争日益激烈,社会需求日新月异,新的服务行业不断出现,2009年修订版《邮政法》正式实施后,邮政业务专营权范围相对缩小,加剧了邮务类业务发展缓慢、停滞甚至倒退的问题,邮务类业务如何定位、如何发展、如何创新成为常德邮政研究中的重大课题。 本论文遵循战略管理的逻辑,结合笔者在常德市、县邮政局市场部的工作经验,在广泛调研和大量收集、整理数据资料的基础上,,采用定性分析和定量分析相结合、理论与实践相结合的方法对常德邮政邮务类业务发展战略问题进行研究。运用通用的PEST分析法和波特五力竞争模型,对常德邮政邮务类所处行业的外部环境进行综合分析,然后从内部资源分析入手,采用SWOT法分析了邮务类业务现有的优势与劣势,以确定常德邮政未来的资源配置及战略发展方向;同时结合外部环境,分析邮务类业务拓展存在的机会和面临的威胁。然后,通过BCG战略分析,总结出常德邮政邮务类业务发展中存在的问题及原因。通过研究发现,常德邮政邮务类业务方面承担着普遍服务的义务,在发展的过程中存在着社会效益和经济效益不能同时提高的矛盾。同时,在发展邮务类业务上存在认识和定位问题,邮务类业务发展人才短缺,给业务发展带来了严重的制约,基础设施建设存在差距,现代信息技术应用有待加强,经营模式和管理体制不适应新时代邮政的运作和发展。 在对常德邮政内外环境和自身特点分析的基础上,本文对常德邮政邮务类业务发展战略进行了设计,提出业务发展的总体目标、发展计划及发展重点。接着提出了战略实施的控制及保障措施,制定了发展战略实施的控制程序,并运用平衡计分卡对战略实施进行绩效评价,从人力、物力、财务、技术、管理等方面提出了政策性建议。
[Abstract]:Since the separation of posts and telecommunications in 1998, Changde Post has made rapid development, especially after the company operation in 2007, Changde Post has made a major breakthrough in all its work, and has achieved a double-digit increase in average annual business income. In the process of continuous reform and development, postal services as the foundation of postal services, universal service business, with the increasingly fierce competition in the external market, social needs are changing with each passing day. The new service industry appears constantly. After the 2009 revised edition of the Postal Law was formally implemented, the scope of the postal service franchise is relatively narrow, which exacerbates the problems of the slow development, stagnation and even retrogression of the postal service business, and how to locate the postal service business. How to develop and how to innovate has become an important subject in the research of Changde Post. This paper follows the logic of strategic management, combines the author's working experience in the marketing department of Changde city and county post office, and combines qualitative analysis with quantitative analysis on the basis of extensive investigation and extensive collection and collation of data. This paper studies the development strategy of Changde postal service by combining theory with practice. By using the general PEST analysis method and Porter's five forces competition model, this paper makes a comprehensive analysis of the external environment of the postal service industry in Changde, and then analyzes the advantages and disadvantages of the post service business by using the SWOT method, starting with the analysis of the internal resources. In order to determine the future resource allocation and strategic development direction of Changde Post, combined with the external environment, the paper analyzes the opportunities and threats of postal service business expansion. Then, through the strategic analysis of BCG, the problems and reasons in the development of Changde postal service are summarized. Through the research, it is found that Changde Postal Service undertakes the obligation of universal service, and there are contradictions in the process of development that social benefits and economic benefits can not be improved at the same time. At the same time, there are some problems in the development of postal service, such as the shortage of talents, the gap in infrastructure construction, and the need to strengthen the application of modern information technology. Business model and management system do not adapt to the operation and development of the new era post. Based on the analysis of the internal and external environment of Changde Post and its own characteristics, this paper designs the development strategy of Changde Post Postal Service, and puts forward the overall goal, development plan and development emphases of the business development. Then put forward the control and safeguard measures of the strategy implementation, make the control procedure of the development strategy implementation, and use the balanced scorecard to evaluate the performance of the strategy implementation, from the manpower, material resources, finance, technology, Management and other aspects put forward policy recommendations.
