新形势下与海合会国家开展“一带一路”经贸合作的基

【摘要】：本文在全球和区域政治经济局势深刻变化并加速重构的背景下,对我国与海合会国家开展"一带一路"经贸合作的基础、机遇及潜在风险因素进行了研判和探讨。海合会国家位于"21世纪海上丝绸之路"与"丝绸之路经济带"的交汇点,拥有世界上最丰富的油气资源储备,是全球地缘政治核心区域。经过30多年的发展,我国与海合会能源合作不断升级,形成了高度互补的贸易关系,基础设施建设合作不断升温,海合会国家的经济转型为双方合作提供了新的契机。同时,当地欠佳的营商环境、单一脆弱的经济体系、恶劣的气候条件、区域内国家地缘政治博弈、恐怖主义威胁、域外大国干预和牵制等不利因素构成了双方"一带一路"建设合作的风险。
[Abstract]:Under the background of the profound changes in the global and regional political and economic situation and the accelerated reconstruction, this paper bases the economic and trade cooperation between China and GCC countries with Belt and Road. The GCC countries are located at the junction of the "Maritime Silk Road" and the "Silk Road Economic Belt" in 21th century and have the richest oil and gas reserves in the world. It is the core region of global geopolitics. After more than 30 years of development, China's energy cooperation with GCC has been continuously upgraded, forming highly complementary trade relations, and cooperation in infrastructure construction has been heating up. The economic transformation of GCC countries has provided a new opportunity for cooperation between the two sides. At the same time, the local poor business environment, a single fragile economic system, poor climate conditions, geopolitical game among countries in the region, and the threat of terrorism, The unfavorable factors such as the intervention and containment of foreign powers constitute the risk of the construction of cooperation between the two sides.
