凝聚人心:推进西藏经济社会发展和长治久安的固本之举与长久之策

【摘要】：因地缘政治、经济、文化和生态的极端重要性,西藏反对分裂、促进发展、改善民生和搞好民族团结的工作环境比其他地方复杂、工作任务比其他地方繁重而艰巨。做好这些工作,推进西藏经济社会发展和长治久安,其固本之举和长久之策就是要凝聚人心。凝聚人心在中央治藏方略中占据非常重要的地位,并在西藏发展、稳定中发挥出了极大的作用。进一步做好凝聚人心工作,需把握好三个方面:由谁去凝聚人心,用什么来凝聚人心,以及最需要凝聚哪部分人的人心。
[Abstract]:Because of the vital importance of geopolitics, economy, culture and ecology, Tibet's work environment of opposing separatism, promoting development, improving people's livelihood and improving national unity is more complicated than elsewhere. The task is heavier and more arduous than in other places. To do a good job of this work will promote Tibet's economic and social development and long-term stability and stability. His act of consolidating the foundation and the long-term strategy is to rally the people's heart, which occupies a very important position in the central strategy of governing Tibet, and has played a great role in the development and stability of Tibet. Further, it has done a good job of rallying people's hearts. There are three aspects to be grasped: who will unite the heart, what will be used to unite the heart, and which part of the human heart needs to be condensed most.
