内蒙古财政科技投入绩效研究

【摘要】:随着全球一体化的进程,国家间的竞争已经从政治、经济、国防等方面的竞争逐渐转移到科学技术的竞争,在当前国际金融危机持续蔓延,世界经济复苏乏力的背景下,科技进步和科技创新是实现经济复苏和未来发展的持久动力。近年来,为了提升综合国力和实现可持续发展,各国不断加大科技投入,我国也十分重视加大科技投入,党的十八大把科技创新摆在国家发展全局的核心位置,强调大力实施创新驱动发展战略。内蒙古自治区从2002年到2009年,连续8年经济发展增速在全国保持第一,经济社会发展取得巨大成就。但是也应当清醒的看到,目前内蒙古欠发达的基本区情没有根本改变,发展不足依然是主要矛盾。同时,内蒙古的发展主要依靠能源资源优势,发展中的科技含量不高。因此,从要素驱动或投资驱动阶段向创新驱动阶段转型,以提高科技创新能力促进发展方式的转型升级,是内蒙古经济实现可持续发展的新动力。 从内蒙古自治区财政科技支出情况来看,财政科技投入虽然实现了逐年增长,但仍然处在一个较低水平上。因此,要成功实现经济转型,一方面,自治区各级政府应当不断加大科技投入,提高经济发展的科技含量,确保经济社会发展的可持续性;另一方面,要加强科技投入绩效分析评价,以绩效评价结果作为资金投入导向,使有限的资金发挥更高的效能,提高财政资金使用效率。 本文对公共财政支持内蒙古科技发展现状和财政科技投入现状进行了分析,对目前内蒙古科技发展存在的问题和面临的挑战进行总结。同时,以数据包络分析方法(DEA)为基础,构建了各盟市财政科技投入绩效评价模型,对各盟市科技投入与科技产出的整体效率分析、技术效率分析和规模效率分析,得出了我区财政科技投入总体规模偏小,科技资源配置不合理等初步结论。分别通过定性分析和定量分析两种方法对内蒙古自治区财政科技投入情况进行了分析,,两种分析方法在结论上既有一致的方面,也有相互矛盾的方面,但无论是一致的方面还是矛盾的方面,只要立足于内蒙古自治区的实际来综合分析,就会得出一些十分符合我区实际的具有实际指导意义的结论,甚至一些矛盾的方面恰恰是提高我区财政科技投入亟需解决的关键问题。针对DEA分析得出的结果,提出提高财政科技资金分配和使用效率的对策建议,为下一步各盟市科技投入重点、优化财政科技资金在盟市间的分配和构建可持续发展的科技支撑体系方面提供参考。 本文立足于财政视角,具体提出以下结论:一是继续加大科技投入,合理配置科技资金;二是加强科技资金管理,提高资金使用效益,三是健全科技人才激励机制,实现科技型人才合理配置。
[Abstract]:With the process of global integration, competition among countries has gradually shifted from the competition of politics, economy and national defense to the competition of science and technology. Under the background of the current international financial crisis and the sluggish recovery of the world economy,Scientific and technological progress and innovation are the lasting driving force for economic recovery and future development.In recent years, in order to enhance the overall national strength and achieve sustainable development, various countries have continuously increased their investment in science and technology, and our country has also attached great importance to increasing the investment in science and technology. The 18th National Congress of the Party has placed scientific and technological innovation at the core of the overall situation of national development.Emphasis on the implementation of innovation-driven development strategy.From 2002 to 2009, Inner Mongolia Autonomous region maintained the first economic growth rate in the whole country for 8 consecutive years, and made great achievements in economic and social development.However, it should also be soberly noted that the underdeveloped basic area situation in Inner Mongolia has not fundamentally changed, and underdevelopment is still the main contradiction.At the same time, the development of Inner Mongolia mainly depends on the advantages of energy resources, developing science and technology content is not high.Therefore, the transformation from factor driven or investment-driven stage to innovation-driven stage, in order to improve the ability of scientific and technological innovation to promote the transformation and upgrading of development mode, is a new driving force for the sustainable development of the economy of Inner Mongolia.Judging from the situation of fiscal expenditure on science and technology in Inner Mongolia Autonomous region, although the financial investment in science and technology has increased year by year, it is still at a relatively low level.Therefore, in order to successfully achieve economic transformation, on the one hand, governments at all levels of the autonomous region should continuously increase their investment in science and technology, increase the scientific and technological content of economic development, and ensure the sustainability of economic and social development; on the other hand,It is necessary to strengthen the performance analysis and evaluation of scientific and technological investment, take the result of performance evaluation as the direction of capital investment, make the limited funds play a higher efficiency and improve the efficiency of the use of financial funds.This paper analyzes the current situation of public finance supporting the development of science and technology in Inner Mongolia and the present situation of financial investment in science and technology, and summarizes the existing problems and challenges in the development of science and technology in Inner Mongolia.At the same time, based on the method of data envelopment analysis (DEAA), this paper constructs the performance evaluation model of financial investment in science and technology of each league city, and analyzes the overall efficiency, technical efficiency and scale efficiency of scientific and technological input and output of each league city.The preliminary conclusions are drawn that the overall scale of financial investment in science and technology is small and the allocation of scientific and technological resources is unreasonable.Through qualitative analysis and quantitative analysis, the paper analyzes the financial investment in science and technology in Inner Mongolia Autonomous region. The two analytical methods are consistent in conclusion and contradictory in each other.But whether it is consistent or contradictory, as long as it is based on the actual situation of the Inner Mongolia Autonomous region, it will draw some conclusions of practical guiding significance that are very in line with the actual situation in our region.Even some contradictory aspects are precisely the key problems that need to be solved to improve the financial investment in science and technology in our region.According to the results of DEA analysis, the paper puts forward some countermeasures and suggestions to improve the allocation and utilization efficiency of financial science and technology funds, so as to focus on the next step of the investment in science and technology in each league city.To optimize the allocation of financial science and technology funds among the cities and to build a sustainable development of science and technology support system to provide reference.Based on the financial perspective, this paper puts forward the following conclusions: first, to continue to increase the investment in science and technology, to allocate scientific and technological funds rationally; second, to strengthen the management of scientific and technological funds and to improve the efficiency of the use of funds; and third, to improve the incentive mechanism for scientific and technological talents.To realize the rational allocation of scientific and technological talents.
