武警TJ总队执勤分队主官领导行为研究

【摘要】:进入新世纪,国际政治经济和军事领域发生重大变化,政治格局的演变和经济发展的不均衡对世界各国产生深刻的影响,军事斗争局部化、频繁化,世界和平与局部动荡是客观存在的表现。各国为谋求在国际政治舞台的话语权,相继展开科技和经济领域的竞争。为实现经济稳定发展,并为其创造稳定的内外部环境,对外保障国家安全,对内实现社会稳定,军队进行改革迫在眉睫。而我国作为世界大国,走政治大国、经济大国之路,没有强大的国防和社会维稳力量是万万不行的。军事领域的竞争归根结底是体制的创新,是人才的竞争;军队和军人一样面临着外部环境变化的影响。新时期,国际局势变化、国内社会转型、官兵结构变化、部队任务形势变化都对军队管理产生了深刻影响。 武警部队作为国家武装力量,和解放军的任务职能是不一样的,其管理体制、编制有独特之处。要实现武警部队维护社会稳定、保障人民群众安居乐业的宗旨,武警部队的执勤分队起着不可忽略的作用。执勤分队战斗在执勤一线,勤务是执勤分队全天候担负的任务,养兵千日,用兵千日;而且执勤分队规模、具体勤务也不尽相同;主官作为执勤分队的核心,要领导所属官兵圆满完成执勤任务、提高分队建设质量并促进官兵健康发展,其领导行为起着主导作用。因此,研究执勤分队主官领导行为有着十分重要的意义。这不仅是加强部队正规化管理、提升基层管理质量的要求,更是适应外部环境变化和官兵群体结构变化的要求。 领导行为在执勤分队管理活动中处于主导地位,直接关系到部队的管理绩效。主官领导行为是否合理有效,关系到部队核心能力的形成、战斗力的提高、官兵的健康发展。作为高度统一、组织严密的军事组织,执勤分队的管理问题必须解决。然而,目前我军关于领导行为的研究还处于探索、酝酿、萌芽阶段,缺乏系统性、整体性研究,这表明我军领导行为理论研究的任务还很艰巨。而目前关于武警部队的研究,多集中于领导者所需的各项能力素质和培育领导者能力的途径,没有从权变的角度分析各项情境因素如何影响其领导行为的效果。 本文结合领导理论、组织行为学和人力资源管理学相关理论,展开对武警部队执勤分队主官领导行为的研究,首先分析了影响执勤分队主官领导行为的主观条件和客观条件,以及其领导行为的过程,提出了执勤分队主官应具备的思想认知体系和能力体系。而后提出了执勤分队核心能力的概念,以及执勤分队核心能力体系的层次构成,指出文化因素在执勤分队核心能力体系中的重要地位,并从领导者的角度揭示主官在培育核心能力当中的作用。文章同时对领导行为的对象——个体行为、群体行为和组织行为进行了深入分析。在这个基础上,对武警TJ总队执勤分队进行问卷调研,分别对执勤分队主官、分队官兵群体和支队以上领导发放问卷,调查执勤分队主官个体特征、领导行为的方式和领导活动中的目标导向,官兵群体对于不同领导方式的反应、官兵群体结构的变化、官兵思想政治水平和各项能力的体现,以及支队以上领导对于执勤分队主官的领导行为方式的期望。 通过对问卷的整理,共分析了以下几方面的关系:一是执勤分队主官个体因素对于其领导方式的影响;二是分队官兵群体结构变化对于主官领导方式的影响;三是不同的主官领导方式对于分队官兵群体产生的影响。通过这些分析,总结发现了影响武警TJ总队执勤分队主官领导行为的主观因素和客观因素。这些因素里面最显著的是主官文化背景和工作经历以及官兵结构的变化,并在不同的情境下,对主官领导方式、主官思想认知产生不同的影响。在此基础上,分析武警TJ总队主官领导行为存在的问题,并有针对性地提出了改善领导行为的具体措施和建议,从权变理论的角度对主官领导方式的改善、领导活动目标导向的调整、执勤分队主官考核与主官综合能力建设等方面提出对策,对于武警部队执勤分队主官的选拔、任用和培养有一定的借鉴意义。
[Abstract]:In the new century, great changes have taken place in the international political and economic and military fields. The evolution of the political pattern and the disequilibrium of the economic development have a profound influence on the countries of the world. The localization and frequency of military struggle, the world peace and the local turbulence are the objective manifestations of the world. Competition in the field of science and technology and the economic field, in order to achieve stable economic development, create a stable internal and external environment, safeguard national security, and realize social stability within the country, it is imminent to carry out the reform of the army. However, as a big country in the world, a great political power and a great economic power, there is no strong national defense and social stability. In the final analysis, the competition in the military field is the innovation of the system and the competition of the talents; the army and the army are faced with the influence of the change of the external environment. In the new period, the changes in the international situation, the transformation of the domestic society, the changes in the structure of the officers and soldiers, and the changes in the task situation of the troops have greatly influenced the management of the army.
The armed police force, as the national armed force, is different from the task function of the PLA, and its management system is unique. To achieve the social stability of the armed police force and the purpose of ensuring the people to live and work in peace and work, the Armed Police Force's duty division plays an important role. The duty division of the team is responsible for a thousand days, a thousand days and a thousand days; and the duty division scale and the specific duty are not the same; the chief officers, as the core of the duty division, should lead the officers and soldiers to complete the duty of duty, improve the quality of the team and promote the healthy development of the officers and soldiers, and play a leading role in their leadership behavior. Therefore, the study of the leadership plays a leading role. The leading behavior of the chief officers of the team is of great significance. This is not only a requirement to strengthen the regularization management of the troops, improve the quality of the management of the grass-roots units, but also meet the requirements of the changes in the external environment and the changes in the structure of the group of officers and soldiers.
Leading behavior is in the leading position in the management activities of the duty division. It is directly related to the management performance of the troops. Whether the leader's leadership behavior is reasonable and effective is related to the formation of the core competence of the army, the improvement of the fighting capacity and the healthy development of the officers and soldiers. As a highly unified, closely organized military organization, the management of the duty division must be solved. However, at present, our army's research on leadership behavior is still in the exploration, brew, germination stage, lack of systematicness and holistic research, which indicates that the task of the theoretical research on the leadership behavior of our army is still difficult. From the perspective of contingency, we analyze the effect of situational factors on leadership behavior.
Based on the theory of leadership, organizational behavior and human resource management, this paper studies the leadership behavior of the chief officers of the armed police force. First, it analyzes the subjective and objective conditions affecting the leading behavior of the chief officers of the armed police force, as well as the course of their leadership behavior, and puts forward the ideas that the chief officers of the duty division should have. The concept of the core competence of the duty division and the structure of the core competence system of the duty division are put forward, and the important position of the cultural factors in the core competence system of the duty division is pointed out, and the role of the chief officer in the cultivation of the core competence is revealed from the perspective of the leader. The object - the individual behavior, the group behavior and the organization behavior were deeply analyzed. On this basis, the questionnaire survey was carried out on the TJ team of the armed police force, and the questionnaires were issued to the chief officers of the duty division, the group of the teams and the leaders above the team, and the individual characteristics of the chief officers of the team, the way of leadership and the leadership activities were investigated. The target orientation, the response of the officers and soldiers to different leadership styles, the changes in the structure of the officers and soldiers, the embodiment of the ideological and political level and the abilities of the officers and soldiers, as well as the expectation of the leaders and above the leaders of the team on duty.
Through the collation of the questionnaire, the relationship between the following aspects is analyzed: first, the influence of the individual factors on the leadership of the chief officer of the duty division; two is the influence of the change of the group structure on the leading mode of the chief officers; the three is the influence of the different chief officials on the group of the detachment of the officers. This paper summarizes the subjective and objective factors that affect the leadership behavior of the chief officers of the armed police TJ team. The most significant of these factors are the cultural background and work experience of the chief officers and the changes in the structure of the officers and soldiers, and in different situations, it has a different influence on the leadership style of the chief officer and the thought and cognition of the chief officer. The problems existed in the leadership behavior of the chief officers of the armed police TJ team, and put forward specific measures and suggestions to improve the leadership behavior. From the perspective of the contingency theory, the improvement of the leadership style of the chief officers, the adjustment of the guidance of the leadership activities, the assessment of the chief officers of the duty division and the construction of the master's comprehensive ability are put forward, and the armed police forces are given to the armed police force. The selection, appointment and training of the chief officers of the duty unit can be used for reference.
