应急联动指挥系统设计与实现

【摘要】:随着现代科学技术日新月异的发展,人们的生活触角随之延伸,人口聚集的城镇规模正在急速扩张,随之而来的各类突发安全问题也牵涉更加广泛。美国、日本、欧洲列国等都先后针对国内国际不断变化的安全形势发展出了高速有效的社会治安管理系统,对维护国家的治安做出了卓越的贡献。中国作为全球经济快车道上急速发展的国家之一,世界格局的任何变动都可能影响到国内的政治、经济形态,面对错综复杂的国内外对敌斗争形势和层出不穷的犯罪手段,面对不断涌现的新技术、新材料等新型领域的犯罪和跨区域、跨领域的集团犯罪,虽然公安部门伴随综合国力的提高也在与时俱进地发展,不过仍然避免不了存在警力不足、战力薄弱、人才匮乏等诸多问题,特别是如何快速响应和处理突发安全问题成为公安部门维护社会安定不可忽视的重要课题。本文在结合内外安保应急的发展趋势基础上,分析多个现行成熟应急系统的设计思路和技术特点,在深入研究长沙市本地治安联动机制在各个环节实施的优缺点的基础上,设计了该公安应急联动指挥系统。该系统通过建立多通道集成报警系统,实现对多元化报警渠道的警情灵活接入处理,用于解决接处警信息规格多样、信息录入操作复杂的问题;通过灵活整合利用全市现有行政网络和电子数据资源到统一通信平台,运用智能化技术进行警情数据挖掘和分析,实现反应快速而不失精准的决策处理;运用智能视频技术协助指挥调度资源,以网络集群的形式实现各应急联动子系统之间的命令互联互通,有效的减少跨部门间的沟通成本;通过多种编码结合、多种数据存储技术交互、多种网络连通、多种系统耦合的灵活架构方式,应对多种层次操作人员、多种应用环境的复杂现实条件,在确保安全稳定的基础上发挥出应急系统的最大功效;通过利用各种软硬件实现自动巡检、诊断、告警、恢复的自动化功能,减少系统的维护成本。该系统拥有更简化的流程,更高效的数据分析手段,更快速直观的联动方式。本文设计的应急联动指挥系统经过充分的测试,已经投入长沙市公安部门日常的应急工作。系统上线以后全市的接处警数量提升了25%以上,各个岗位工作人员重复工作负荷下降,有效工作效率提升,各行政区联动系统响应时间明显下降,取得了系统预期的设计效果。随着在实际工作中不断深入探索,系统功能正在不断的优化和完善。
[Abstract]:With the rapid development of modern science and technology, people's life tentacles have been extended, the scale of cities and towns with population gathering is expanding rapidly, and all kinds of sudden security problems are involved more widely. The United States, Japan, European countries and other countries have developed a high-speed and effective social security management system in response to the changing security situation at home and abroad, which has made outstanding contributions to the maintenance of national security. As one of the rapidly developing countries in the fast track of the global economy, any changes in the world pattern may affect domestic political and economic patterns, and face the intricate domestic and foreign situation of struggle against the enemy and the endless criminal means. In the face of emerging new technologies, new materials and other new areas of crime and cross-regional and cross-domain group crime, although the public security departments are also advancing with the development of the overall national strength, they still cannot avoid the shortage of police force. Many problems, such as weak combat power and lack of talents, especially how to quickly respond to and deal with sudden security problems, have become an important issue that can not be ignored by public security departments in maintaining social stability. Based on the development trend of internal and external security emergency, this paper analyzes the design ideas and technical characteristics of several existing mature emergency response systems, and on the basis of deeply studying the advantages and disadvantages of the local public security linkage mechanism in Changsha, The police emergency linkage command system is designed. Through the establishment of multi-channel integrated alarm system, the system realizes the flexible access to multiple alarm channels, which is used to solve the problems of multiple information specifications and complex information input operation. Through the flexible integration of the city's existing administrative network and electronic data resources to the unified communication platform, the use of intelligent technology for data mining and analysis, to achieve rapid and accurate decision-making; Intelligent video technology is used to help command and dispatch resources, and command interconnection among emergency response subsystems is realized in the form of network cluster, which can effectively reduce the cost of inter-departmental communication. Flexible architecture with multiple data storage technologies, multiple network connectivity, multiple system coupling, and complex realistic conditions for multiple layers of operators and application environments, On the basis of ensuring the safety and stability, the maximum effect of the emergency system is brought into play, and the automatic functions of inspection, diagnosis, alarm and recovery are realized by using various software and hardware to reduce the maintenance cost of the system. The system has a more simplified process, more efficient data analysis, a faster and intuitive way of linkage. The emergency linkage command system designed in this paper has been fully tested and has been put into the daily emergency work of Changsha Public Security Department. After the system was put into line, the number of receiving and handling police increased by more than 25%, the repeated work load of each post staff decreased, the effective work efficiency improved, and the response time of the linkage system in each administrative region decreased obviously, and the expected design effect of the system was obtained. With the continuous exploration in the actual work, the system function is continuously optimized and improved.
