日本大正民主时期新内务官僚的地方自治论

【摘要】：20世纪20年代日本大正民主运动的高潮期,地方自治领域进行了一系列的民主化改革。以安井英二为代表的新内务官僚成为推动改革得以实现的重要力量。他们直面一战后日本新的政治、经济和社会矛盾,提出了不同于明治时期内务官僚关于地方自治的新理论:主张自治体应该重视居民福利,通过实行事业公营去除资本主义的营利性;强调通过实行地方分权消除政党政治的弊端;批判封建落后的农村寄生地主制度,主张在农村自治中重视佃农组合等。他们的地方自治论有顺应时代发展的积极一面,但也包含着反政党政治、否定资本主义的因素,为日本后来转向法西斯主义埋下了伏笔。
[Abstract]:At the height of Japan's Dazheng Democratic Movement in the 1920s, a series of democratic reforms were carried out in the field of local autonomy. The new interior bureaucrat, represented by Anjing II, became an important force to push the reform forward. Facing the new political, economic and social contradictions in Japan after the first World War, they put forward a new theory of local autonomy, which was different from that of the internal bureaucrats of the Meiji period: they advocated that the autonomous bodies should attach importance to the welfare of the residents. It emphasizes on eliminating the malpractice of party politics through the implementation of decentralization, criticizes the feudal and backward rural parasitic landlord system, and advocates attaching importance to the combination of tenants and farmers in the rural autonomy. Their theory of local autonomy had a positive side in keeping with the development of the times, but it also contained anti-party politics and negative factors of capitalism, which laid the groundwork for Japan to turn to fascism later.
