论作为“中国模式”的民主集中制政体

【摘要】：作为政体的民主集中制在国际社会科学理论上的位置远远不能匹配其实践中的重要性,需要"找回民主集中制"。作为中国模式本身或者最核心制度的民主集中制,不但是一种组织良好的秩序,而且其在元理论上有诸多值得重新发掘之处,比如民主集中制所表述的真实的政治关系、民主与集中之间的动态的结构性均衡特征、政治属性上的民主主义、文化机理上的集体之善、政治思想上的民本主义以及运行机制上的民主形式。在实践中,作为政体的民主集中制,不但是宪法上所规定的国家机构和央地关系的组织原则,还是改革开放之后政治经济关系、国家社会关系的事实性组织原则。更重要的是,作为权力结构的民主集中制同时还是决策过程的一般原则,做到了形式与过程的统一,这是其他现代政体所不具有的优势。
[Abstract]:The position of democratic centralism as a political system in the international social science theory is far from matching the importance of its practice, so it is necessary to "find democratic centralism". As the Chinese model itself or the core system, democratic centralism is not only a well-organized order, but also has many aspects worth exploring in meta-theory, such as the real political relationship expressed by democratic centralism. The dynamic structural equilibrium between democracy and centralization, the democracy in the political attribute, the collective goodness in the cultural mechanism, the people-oriented doctrine in the political thought and the democratic form in the operating mechanism. In practice, the democratic centralism, as a political system, is not only the organization principle of the state institution and the relationship between the central and local government, but also the fact organization principle of the political and economic relations and the social relations of the country after the reform and opening up. More importantly, democratic centralism, as a power structure, is also a general principle in the decision-making process, achieving the unity of form and process, which is not an advantage of other modern polity.
