【摘要】：随着党的十一届三中全会的召开,近年来国家民主化的进程在得益于农村经济体制改革成果的基础上,也取得了较大的进步。在这样的社会环境下,基层民主政治建设这一问题,不仅推动着农村民主政治建设的治理新模式——“村民自治”的相应诞生了,也是我国当前普遍关注的重大问题之一。而村民自治,是农村基层民主政治建设的核心内容,也是农民利益的主要表达机制。经过三十多年的发展,村民自治取得了令人瞩目的成就,对中国农村政治经济发展和社会全面进步产生了深远的影响。但是,社会主义新农村建设背景下的村民自治仍然面临着新的课题和新的任务。本文试图通过对研究对象——农村村民自治进行研究,提出一系列具有创新意义的完善措施,来促进解决村民自治过程中存在的问题。本文一共五个章节,主要概述如下:第一部分为绪论,主要介绍了选择该课题的背景、意义和当前国内外研究状况,并对本文的研究思路、研究方法进行介绍。第一章从村民自治的相关概念,村民自治在新农村建设中的地位和作用,以及马克思主义关于村民自治的相关理论这三个方面,来对我国社会主义新农村村民自治的重要性进行阐释。第二章主要对我国村民自治发展的历程和取得的成就进行论述。自改革开放以来,村民自治大体上经历了基本的确立推广、逐步的实践成熟以及不断的完善发展这三个阶段。并且随着村民自治实践的推进,村民自治也取得了一系列的成就,极大地促进了我国对民主政治的建设,从而也推动了经济建设进程。第三章对我国村民自治存在的问题并对其中原因展开探究和讨论。通过对该制度推行过程中的所在弊端进行分析,并在以后的实践中对症下药,才能解决农村民主政治运行时面临的困境。第四章主要是对新农村建设过程中进一步加强村民自治的对策和措施进行总结。为村民自治制度的探索和完善提供相应的解决之策,最终为全面推动我国社会主义新农村建设提供强有力的支持。
[Abstract]:With the convening of the third Plenary session of the 11th CPC Central Committee, the process of national democratization has made great progress in recent years on the basis of the achievements of rural economic system reform. In such a social environment, the construction of democracy at the grass-roots level not only promotes the emergence of a new governance model of democratic political construction in rural areas-"villager autonomy", but also is one of the most important issues that our country pays attention to at present. The villager autonomy is the core content of the rural grass-roots democratic politics construction, is also the main expression mechanism of farmers' interests. After more than 30 years of development, villagers' autonomy has made remarkable achievements, which has a profound impact on the development of political economy and social progress in China's rural areas. However, under the background of new socialist countryside construction, villager autonomy still faces new task and task. This paper tries to solve the problems existing in the process of villager autonomy by studying the research object, rural villagers' autonomy, and putting forward a series of innovative measures to solve the problems existing in the process of villagers' autonomy. There are five chapters in this paper, which are summarized as follows: the first part is introduction, mainly introduces the background, significance and current research situation of this topic, and introduces the research ideas and research methods of this paper. The first chapter is about the concept of villager autonomy, the status and function of villager autonomy in the construction of new countryside, and the related theories of Marxism on villager autonomy. To explain the importance of villager autonomy in the new socialist countryside. The second chapter mainly discusses the development process and achievements of villager autonomy in China. Since the reform and opening up, villager autonomy has undergone three stages: basic establishment and promotion, gradual practice maturity and continuous improvement and development. And with the advance of the practice of villager autonomy, villager autonomy has also made a series of achievements, which has greatly promoted the construction of democratic politics in China, thus promoting the process of economic construction. The third chapter explores and discusses the problems of villager autonomy in China. Only by analyzing the malpractice in the process of carrying out the system and giving the remedy to the case in the future can we solve the dilemma that the rural democratic politics is facing. The fourth chapter summarizes the countermeasures and measures to further strengthen villagers' autonomy in the process of new rural construction. It provides corresponding solutions for the exploration and perfection of villager autonomy system, and finally provides strong support for promoting the construction of new socialist countryside in our country in an all-round way.
