从西藏会议到西防会议:国民政府解决西藏问题的初步尝试

【摘要】：国民政府成立之初即计划召开西藏会议,力图通过内部协商解决西藏问题。为此,蒙藏委员会积极筹备,拟定覆盖发展政治、经济、文化、教育等各方面的方案,恢复西藏地方与中央政府的正常关系,解决康藏纠纷和班禅返藏问题。由于西藏会议召开的意义重大,代表如何产生值得考虑,国民政府最终确定由达赖、班禅两系统、前后藏、西康、青海、新疆回部以及有关省份派代表参加。同时,国民政府努力争取十三世达赖派遣代表与会,十三世达赖也曾表示派遣代表与会。但是,西藏会议的召开反复推迟,国民政府最终不得不以西防会议善后。内部协商的时机并不成熟,西藏问题的解决只能搁置下来。
