基于服务链的电子政府一站式服务研究

【摘要】:随着经济全球化趋势的逐步加深,以及社会主义市场经济体制改革的不断推进,政治文明建设的呼声已越来越高,因此,研究基于服务链的一站式服务电子政府已是必然,这也是我国社会发展的一个必然阶段。为此,我们有必要对传统的政府管理体制进行彻底的改革,而在发展我国国民经济时,若采取一站式服务的电子政府形式,则无论是现在还是将来,其对我国的政治、经济以及社会生活等都将产生重大的影响。目前,在政府职能转变以及电子政务工作的推进下,,一些网上办公平台,例如“行政服务中心”、“一站式”等已在全国各政府部门机构建立了起来。虽然在现阶段,在各政府机构中其网上办公平台建设的程度与规模并不一样,且在建设与推进的过程中还存在着各种各样的问题,然而造成这些问题的原因,基本上都是由于政治体制改革的不彻底以及管理职能的不清晰造成的,并且在政府行政效能的提高方面,电子政府的建设起到了不同的成效。 本研究中总共分为五个部分。第一部分为绪论,交代了相关背景,简单的介绍了国内外研究现状然后给出了本文着重研究的内容以及思路。第二部分,对一站式服务进行了系统的分析,包括其内涵、动因以及特点,并就电子政府服务链做了详细分析,在此基础上,就电子政府一站式服务的必要性和基于服务链的一站式服务模式进行了说明。第三部分,解析了有关于电子政府一站式服务领域存在的问题以及对产生问题的原因。第四部分,以广州市政务网站为实例,分析了其基于服务链的一站式服务的框架和和构建策略。第五部分,在前文的基础上,就如何构建基于服务链的电子政府一站式服务提出了有针对性的策略。 本文在结合了政治学、行政学以及新公共管理理论的基础上,通过运用文献分析法吸收了相关研究的理论和成果,对我国电子政府一站式服务的发展以及构建进行了分析,以此来推动相关部门在进行电子政府建设时,能将其与服务链的理论思想进行相结合,从而优化政府的行政流程和效率,进而为实现服务型政府的目标作出应用的贡献。
[Abstract]:With the deepening of the trend of economic globalization and the promotion of the reform of socialist market economic system, the construction of political civilization has become more and more popular. Therefore, it is inevitable to study the one-stop service e-government based on service chain. This is also an inevitable stage of our social development. Therefore, it is necessary for us to carry out a thorough reform of the traditional government management system. In the development of our national economy, if we adopt the form of electronic government with one-stop service, it will have a political impact on our country now and in the future. Economic and social life will have a major impact. At present, with the transformation of government functions and the promotion of e-government, some online office platforms, such as "administrative service center" and "one-stop shop", have been established in various government departments across the country. Although at this stage, the degree and scale of the construction of the online office platform in various government agencies are not the same, and there are still various problems in the process of construction and promotion, however, the causes of these problems are not the same. It is caused by the incomplete reform of political system and unclear management function, and the construction of electronic government has played different effects in improving the efficiency of government administration. There are five parts in this study. The first part is the introduction, explained the relevant background, briefly introduced the domestic and foreign research status, and then gave the focus of this study and ideas. The second part makes a systematic analysis of one-stop service, including its connotation, motivation and characteristics, and makes a detailed analysis of the e-government service chain, on the basis of this, The necessity of e-government one-stop service and the one-stop service model based on service chain are explained. In the third part, the author analyzes the problems in the field of one-stop service of e-government and the reasons for the problems. The fourth part, taking Guangzhou government affairs website as an example, analyzes the framework and construction strategy of one-stop service based on service chain. In the fifth part, on the basis of the above, the author puts forward some targeted strategies on how to construct one-stop service of e-government based on service chain. On the basis of combining the theories of politics, administration and new public management, this paper analyzes the development and construction of one-stop service of electronic government in China by using the literature analysis method to absorb the theories and achievements of related research. In order to promote the construction of electronic government, the relevant departments can combine it with the theory of service chain, so as to optimize the administrative process and efficiency of the government, and then make an application contribution to the realization of the goal of service-oriented government.
