我国被问责官员复出制度的建构与规范化研究

【摘要】：我国政府在改革开放以来,高举中国特色社会主义伟大旗帜,致力于新型服务型政府的建设,官员的选拔、任职和监督都受到了人民群众的监督。官员复出是近年来中国问责制度下特有的产物,随着越来越多问责官员复出的曝光,原有的行政问责体制更是显得漏洞百出。作为民主政治的产物,官员问责制在如今的中国政治体制中扮演着不可或缺的角色,尽管经过这么多年的改革与完善,仍因实际国情的变化而存在着多种问题。随着全球化的进行,各国的政治经济联系日益密切,我国政府高瞻远瞩,积极向其他在政治体制建设中取得突出成就的国家谦虚学习。社会问责制的兴起,是建立在网络通信传媒为基础的新科技时代的基础之上的,这将进一步深化了官员复出制的实施和监督的力度。 本文从我国基本国情出发,以实际官员复出案例为研究对象,在众多学者对官员复出这个政治学术问题进行全方面、多方位研究的分析基础上,提炼总结了被问责官员机制的含义,并对其特点结合我国特色的社会主义政治制度进行阐述分析。此外,本文将理论分析与实际分析相结合,以官员复出案例为实证,提出该体制潜在的问题,并分析其存在的原因。在文章的最后,我们针对提出的问题,与中国特色社会主义党风廉政建设、服务型政府建设等结合,给出了适当的建议以及构建新型官员问责制的思路。
[Abstract]:Since the reform and opening up, the Chinese government has held high the great banner of socialism with Chinese characteristics and devoted itself to the construction of a new service-oriented government, the selection, appointment and supervision of officials, all of which have been supervised by the masses of the people. The return of officials is a special product of China's accountability system in recent years. With the exposure of more and more accountable officials, the original administrative accountability system is even more flawed. As the product of democratic politics, the accountability system of officials plays an indispensable role in the present Chinese political system, although after so many years of reform and improvement, there are still many problems due to the changes of the actual national conditions. With the development of globalization, the political and economic ties of various countries are getting closer and closer. Our government has great foresight and actively learned from other countries that have made outstanding achievements in the construction of political system. The rise of social accountability system is based on the new scientific and technological era based on network communication media, which will further deepen the implementation and supervision of the system of return of officials. Taking the actual official return case as the research object, on the basis of the analysis of many scholars on the political and academic issue of officials' return, this paper abstracts and summarizes the meaning of the mechanism of accountable officials. And the characteristics of the socialist political system with Chinese characteristics are expounded and analyzed. In addition, this paper combines the theoretical analysis with the practical analysis, taking the case of officials' return as an example, puts forward the potential problems of the system and analyzes the reasons for its existence. At the end of the article, in view of the problems raised, combining with the construction of the socialist party style and clean government with Chinese characteristics and the construction of service-oriented government, we give some appropriate suggestions and the train of thought of constructing a new type of official accountability system.
