苏联少数民族干部政策与我国少数民族干部政策比较研究

【摘要】:毛泽东同志曾说过:“要彻底解决民族问题,完全孤立民族反动派,没有大批从少数民族出身的共产主义干部,是不可能的。”少数民族干部政策是我国民族政策的重要组成部分,少数民族干部在我国的社会、政治、经济、军事等方面均发挥着巨大的作用,可以说没有少数民族地区的安全稳定,就没有国家的安全稳定;没有少数民族的经济发展,就没有国家的经济发展;总的来说,少数民族与国家命运息息相关,而少数民族干部在其中起着非常重要的、不可替代的作用。苏联作为一个多民族国家,其政治体制、民族政策等对我国都有着非常重大的影响。现阶段,我国的少数民族干部政策存在着些许问题,研究苏联的少数民族干部政策,对我国少数民族干部政策的发展完善有着非常重要的作用。由于本人能力有限,无法得到关于苏联解体前的一些有关少数民族干部的资料和数据,因此本文主要运用了文献分析法,借阅大量前人的著作,分析比较,通过自己的理解从而构建出了本文的框架。本文分析了苏联各个主要时期的少数民族干部政策及这些政策出台所产生的正反两方面的影响,也分析了中国共产党自建党以来的不同时期的少数民族干部政策及在当时大背景下所产生的作用。在此基础上,对新时期新阶段我国少数民族干部政策提出了一些自己的建议。论文主要论证分析了以下几个重要的观点:一是少数民族干部教育的重要性,包括思想政治教育、意识形态教育、文化知识教育、执政水平教育、党风廉政教育等等;二是少数民族干部培养选拔的重要性,包括基层干部晋升、中高级干部培养、专业技术人才培养等等;三是更好的理解贯彻落实《民族区域自治法》、《公务员法》中关于少数民族干部的任用选拔规定,不片面的追求自治区域的机关民族化;四是处理好少数民族干部个体民族意识与中华民族意识的关系的重要性,包括正确认识个体与群体之间的关系等等。论文主要分为五大部分。第一部分主要是对少数民族干部政策的重要性进行了说明;第二部分主要是对苏联各个主要时期少数民族干部政策作了分析,并从正反两方面的影响作了说明;第三部分主要对中国共产党自建党以来的各个主要时期的少数民族干部政策进行了阐述说明,也分析了各个时期的少数民族干部政策在当时环境下所产生的作用及我国少数民族干部中的不足之处;第四部分主要是对苏联少数民族干部政策和我国少数民族干部政策中的相同之处和不同之处作了比较研究;第五部分主要是个人对现阶段我国少数民族干部政策的一些新的理解和些许建议。
[Abstract]:Comrade Mao Zedong once said, "it is impossible to solve the ethnic problems once and for all, completely isolate the national reactionaries, and do not have a large number of communist cadres from ethnic minorities." The minority nationality cadre policy is an important part of our national policy. Minority cadres play a great role in the social, political, economic, military and other aspects of our country. It can be said that there is no security and stability in minority areas. There will be no national security and stability; without the economic development of ethnic minorities, there will be no national economic development; in general, ethnic minorities are closely related to the fate of the country, and minority cadres play a very important role in it. An irreplaceable function. As a multi-ethnic country, the Soviet Union's political system and national policy have a great influence on our country. At present, there are some problems in the policy of minority cadres in our country. It is very important to study the policy of minority cadres in the Soviet Union for the development and perfection of the policy of minority cadres in our country. Because of his limited ability to obtain some information and data on minority cadres before the disintegration of the Soviet Union, this paper mainly uses the literature analysis method, borrows a large number of previous works, and analyzes and compares them. Through their own understanding to build the framework of this paper. This paper analyzes the policies of minority cadres in various periods of the Soviet Union and the positive and negative effects of these policies. It also analyzes the policy of minority cadres in different periods since the founding of the CPC and its role in the background at that time. On the basis of this, this paper puts forward some suggestions on the policy of minority cadres in the new period. First, the importance of minority cadres' education, including ideological and political education, ideological education, cultural knowledge education, ruling level education, party style and clean government education and so on; Second, the importance of training and selection of minority cadres, including the promotion of grass-roots cadres, the training of middle and senior cadres, the training of professional and technical personnel, and so on; Third, better understanding the implementation of the "Regional National Autonomy Law", "Civil servant Law" on the appointment of minority cadres selection provisions, not one-sided pursuit of autonomous regions of the organs of nationalization; Fourth, the importance of dealing with the relationship between the individual national consciousness of minority cadres and the consciousness of the Chinese nation, including the correct understanding of the relationship between individuals and groups, etc. The thesis is divided into five parts. The first part mainly explains the importance of minority cadres' policies, the second part mainly analyzes the minority cadres' policies in each period of Soviet Union, and explains the influence from both positive and negative aspects. The third part mainly expounds the policies of minority cadres in various periods since the founding of the CPC. It also analyzes the role of minority cadres' policies in the environment and the shortcomings of minority cadres in China. The fourth part mainly makes a comparative study on the similarities and differences between the policies of minority cadres in the Soviet Union and the policies of minority cadres in China. The fifth part is the personal understanding and some suggestions on the policy of minority cadres.
