【摘要】：航空发动机研制是航空工业发展的重要环节，是国家国防建设与经济社会发展的重要组成部分。航空发动机的研制是一项复杂的系统工程，涉及政治、经济、军事、工业、技术等诸多领域，涉及总体和分系统等不同承研与承制单位，项目协调难度较大。随着航空发动机复杂程度和技术水平的不断提高，用户对航空发动机性能指标的要求越来越高，因此新一代航空发动机的研制难度大大增加，研制周期不断延长，研制经费不断超支，从而对项目的风险管理提出了更高的要求。基于国内外项目风险管理的研究、航空发动机研制的现状及对航空发动机研制项目风险管理的需求，本文以航空发动机研制项目风险为对象，开展了某公司航空发动机研制项目风险管理研究。本文主要研究工作如下：（1）系统地阐述了某公司航空发动机研制项目风险管理的理论框架体系，归纳并总结了航空发动机研制风险的内涵、特点以及某公司实施风险管理的具体流程和详细步骤等。（2）在分析国外一些项目风险管理现状的基础上，针对当前我国航空发动机研制的实际情况，，着重对某公司航空发动机研制项目的风险规划、风险识别、风险评估、风险应对和风险监控等过程进行了研究，建立了航空发动机研制关键风险因素集，在工作分解结构（WBS）以及运用德尔菲法（Delphi）进行风险识别的基础上，引入了定性分析与定量分析相结合的层次分析法（AHP）进行风险评估，并根据项目阶段提出了航空发动机研制项目的风险应对策略和风险监控技术。（3）以某WJ式航空发动机研制项目为案例，详细梳理了航空发动机研制项目风险管理的具体步骤和流程，实现了航空发动机研制项目风险管理理论与航空发动机研制实际的有机结合。本文通过理论阐述和案例分析，对航空发动机研制项目风险管理进行了初步探索，为航空发动机研制项目风险管理提供了有针对性的方法手段和数据支持。
[Abstract]:The development of aero - engine is an important part of the development of aviation industry . It is an important part of national defense construction and economic and social development . The development of aero - engine is a complex system engineering , which involves many fields such as politics , economy , military , industry and technology .

Based on the research of project risk management at home and abroad , the present situation of development of aero - engine and the demand of development project risk management of aero - engine , this paper studies the project risk management of a company based on the project risk of aviation engine .

The main work of this paper is as follows :

( 1 ) The theoretical framework system of the project risk management of a company ' s aero - engine is systematically expounded , and the connotation , characteristics of the development risk of the aero - engine and the specific flow and detailed steps of the implementation risk management of a company are summarized and summarized .

( 2 ) Based on the analysis of the present situation of some project risk management abroad , the paper studies the process of risk planning , risk identification , risk assessment , risk response and risk monitoring of a company ' s aero - engine development project , and establishes the key risk factors set for the aero - engine , and introduces the analytic hierarchy process ( AHP ) combining qualitative analysis and quantitative analysis on the basis of risk identification by using Delphi method , and puts forward the risk response strategy and risk monitoring technology of the development project of aero - engine according to the project stage .

( 3 ) Taking a WJ type aero - engine development project as a case , the concrete steps and processes of the risk management of the development project of aero - engine are reviewed in detail , and the practical organic combination of the development project risk management theory of the aero - engine and the development of the aero - engine is realized .

Through theoretical exposition and case analysis , this paper makes a preliminary exploration on the project risk management of aero - engine , and provides some pertinent method and data support for the project risk management of aero - engine .
