我国政府与企业绩效管理制度比较与完善研究

【摘要】:随着现代社会政治经济的迅猛发展,政府部门及其工作人员在履行其职能的过程中,出现一些不符合社会发展规律和民众需求的现象,比如财政支出不合理、工作效率低下、存在官僚气息等。西方发达国家为实现广泛的政府行政改革,掀起了以在政府中适用绩效管理制度为主要内容的新公共部门改革试验,并获得了有效的成果。在我国,由于受到传统政治特点的影响,政府部门及其工作人员工作效能不高,使得民众信任度和满意度持续下滑。为实现全面建设小康社会的目标,推动政府职能转变,建设服务型政府显得更加的刻不容缓。而在实行政府改革的道路上,在政府领域推行绩效管理制度是必然选择。本文通过对绩效管理制度相关基础理论的介绍,从根本上诠释了绩效管理作为一项战略工具和管理工具的作用;介绍了政府和企业这两种性质的绩效管理制度的发展历程和现状;通过对绩效管理制度在企业和政府中的异同的研究以及这两种性质的组织适用该制度所存在的问题等,引出如何对绩效管理制度在政府和企业中加以完善的建设性意见。全面了解绩效管理制度,特别是推动政府部门适用绩效管理,就不得不深入研究绩效管理首先产生的领域,即在企业中运用绩效管理制度。企业绩效管理制度相较于政府绩效管理制度的诞生要早,并且发展的较为成熟,这对政府绩效管理制度的推广运用也有着借鉴意义。
[Abstract]:With the rapid development of modern social politics and economy, government departments and their staff in the process of performing their functions, there are some phenomena that are not in line with the law of social development and the needs of the public, such as unreasonable financial expenditure, inefficient work. The existence of bureaucracy, etc. In order to realize the extensive government administrative reform, the western developed countries set off a new public sector reform experiment with the application of the performance management system in the government as the main content, and obtained effective results. In China, due to the influence of traditional political characteristics, government departments and their staff work efficiency is not high, making people trust and satisfaction continue to decline. In order to realize the goal of building a well-off society in an all-round way and to promote the transformation of government functions, it is more urgent to build a service-oriented government. On the road of government reform, it is inevitable to carry out performance management system in government field. Through the introduction of the basic theory of performance management system, this paper explains the function of performance management as a strategic tool and management tool. This paper introduces the development course and present situation of the performance management system of government and enterprise, through the research on the similarities and differences of the performance management system in the enterprise and the government, and the problems existing in the application of the performance management system in these two kinds of organizations, and so on. How to improve the performance management system in the government and enterprises. To fully understand the performance management system, especially to promote the application of performance management in government departments, we have to deeply study the first field of performance management, that is, the application of performance management system in enterprises. Compared with the government performance management system, the enterprise performance management system was born earlier, and developed more mature, which is also useful for the promotion and application of the government performance management system.
