发展现代农业的科技需求和政策体系研究

【摘要】：我国是一个传统的农业大国，农业生产在国家的政治经济活动以及发展战略中占有重要的地位。农业生产经历了原始农业和传统农业两个发展阶段，现在已经进入了现代农业的新阶段。现代农业不仅是农业发展的最新阶段，也是农业生产的未来去向。因此，大力发展现代农业，全面提高农业生产的综合效益是各国农业生产所面临的重要课题。针对国内外农业生产的新特点和新趋势，我国及时作出了发展现代农业的战略部署。在《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》时就已明确提出要“推进现代农业建设”。2007年的中央“一号文件”也特别强调，发展现代农业是社会主义新农村建设的首要任务，是以科学发展观统领农村工作的必然要求，也是增加农民收入、提高农业生产综合能力的基本途径和重要举措。和传统农业相比，现代农业的一个显著特征是广泛应用现代科学技术，特别是现代工程技术、生物技术、信息技术为核心的高新技术和现代工业提供的生产设备以及管理方法在现代农业发展中发挥着越来越大的作用。因此，它是对传统农业的一次巨大的变革和进步。显然，先进而实用的农业科技成果是现代农业发展的关键因素。因此，发展现代农业的具体科技需求和与此相对应的政策体系是一个值得研究的课题，这也是本论文选题的一个重要依据和出发点。全文共由五部分组成，，第一部分为绪论，主要介绍了论文选题的依据和研究价值、国内外研究现状的分析和评论。第二部分是一些基本问题的研究，主要包括农业生产的发展历程，发展现代农业的意义以及国外现代农业发展现状等问题。第三部分和第四部分是全文的核心内容，重点分析和主要阐述了发展现代农业的科技需求和政策体系建构问题，这两部分构成了本文的主要支撑点，集中反映了论文的主题思想和作者的主要观点。第五部分是几个相关问题的补充说明和今后研究的展望。
[Abstract]:China is a traditional agricultural country, and agricultural production plays an important role in the country's political and economic activities and development strategies. Agricultural production has experienced two stages of development: primitive agriculture and traditional agriculture. Now it has entered a new stage of modern agriculture. Modern agriculture is not only the latest stage of agricultural development, but also the future of agricultural production. Therefore, developing modern agriculture energetically and improving the comprehensive benefit of agricultural production is an important task facing agricultural production all over the world. In view of the new characteristics and new trends of agricultural production at home and abroad, our country has made a strategic plan to develop modern agriculture in time. In the "proposal of the CPC Central Committee on drawing up the Eleventh Five-Year Plan for National Economic and Social Development", it was clearly proposed to "promote the construction of modern agriculture." the "No. 1 document" of the Central Committee of the people's Republic of China in 2007 also placed special emphasis on it. The development of modern agriculture is the primary task of the construction of the new socialist countryside, the inevitable requirement of leading the rural work with the scientific development view, and the basic way and important measure to increase the farmers' income and improve the comprehensive ability of agricultural production. Compared with traditional agriculture, a prominent feature of modern agriculture is its extensive application of modern science and technology, especially modern engineering technology and biotechnology. The production equipment and management methods provided by information technology for the core of high and new technology and modern industry are playing a more and more important role in the development of modern agriculture. Therefore, it is a great change and progress to the traditional agriculture. Obviously, advanced and practical agricultural science and technology achievement is the key factor of modern agriculture development. Therefore, the development of the specific scientific and technological needs of modern agriculture and the corresponding policy system is a topic worthy of study, which is also an important basis and starting point of this paper. The paper consists of five parts. The first part is the introduction. It mainly introduces the basis and research value of the thesis, the analysis and comment on the current research situation at home and abroad. The second part is the study of some basic problems, including the development of agricultural production, the significance of the development of modern agriculture and the current situation of the development of modern agriculture in foreign countries. The third part and the fourth part are the core contents of the paper, which mainly analyze and expound the scientific and technological demand and policy system construction of the development of modern agriculture. These two parts constitute the main supporting point of this paper. It reflects the theme of the paper and the author's main point of view. The fifth part is the supplementary explanation of several related questions and the prospect of future research.
