中印对外直接投资对产业升级影响的比较研究

【摘要】:全球金融危机影响还未散去,对外直接投资活动已经重获动力,并被视为产业结构进行调整升级的重要途径,受到发达国家和发展中国家的一致重视。十二五规划中明确指出要贯彻实施“走出去”战略,并将调整经济结构作为主要发展目标。对于对外投资的母国产业升级发展的效应也就受到了学术界的广泛关注,但研究大部分是基于发达国家的对外投资活动角度进行的。为了推动中国对外投资活动对母国产生的积极影响,借鉴其他发展中国家的成功经验,切实制定符合发展中国家国情的投资策略就显得尤为重要。中印同为发展中大国,政治经济社会背景相似性高,对外投资发展的时期也相近。本文将中印两国近三十年来的对外直接投资的发展过程、行业分布、区位特色、绩效指数以及两国产业发展模式进行了详细的比较分析,得出两国迥然不同的投资和产业结构特征。中国是以制造业对外投资为主导,国内产业结构也是第二产业占比最大,印度则是重点集中在服务业的海外投资,国内产业发展也是侧重第三产业,体现了对外投资行业与国内产业结构的一致性。借助已有的研究和两国对外投资实例,从宏观、微观视野解释对外投资影响母国产业发展的不同机制。宏观角度是通过投资活动对产业之间转移、产业内上下游行业关联、产业内行业内部竞争三大途径带动母国产业发展。微观角度是基于不同动因对工业化、投资收益、要素转移、劳动生产率和技术水平的影响机制分析。在机制分析的基础上,采用灰色关联分析和灰色模型预测分析,得出目前对中印两国产业升级关联最大的投资行业是技术寻求为主的信息传输计算机服务和软件业、高端服务业和市场寻求为主的批发和零售业、制造业和传统服务业。资源寻求型的对外投资由于具有战略意义,对母国产业结构优化也有重要作用。通过预测,未来五年信息技术服务业、批发零售业、交通运输等传统服务业海外投资将继续保持对母国产业结构优化的强关联度,值得注意的是,农产品的资源寻找型对外投资将对印度母国产业升级产生重大影响。综合上述分析,提出从优化投资行业结构、区位分布、政府角色三大角度促进母国产业升级的政策建议。
[Abstract]:The impact of the global financial crisis has not been dispersed, foreign direct investment activities have regained momentum, and have been regarded as an important way to adjust and upgrade the industrial structure, which has been paid attention to by both developed and developing countries. In the 12th Five-Year Plan, it is clearly pointed out that the strategy of "going out" should be carried out and the adjustment of economic structure should be taken as the main development goal. The effect of industrial upgrading and development of home country of foreign investment has been widely concerned by academic circles, but most of the research is based on the perspective of foreign investment activities in developed countries. In order to promote the positive impact of China's foreign investment activities on the home country, it is particularly important to draw lessons from the successful experiences of other developing countries and formulate the investment strategy that is in line with the national conditions of the developing countries. As a developing country, China and India share a similar political, economic and social background. This paper makes a detailed comparative analysis of the development process, industry distribution, location characteristics, performance index and industrial development model of FDI between China and India in the past 30 years. The characteristics of investment and industrial structure of the two countries are quite different. China is dominated by outward investment in manufacturing, the domestic industrial structure is also the largest proportion of secondary industries, India is focusing on overseas investment in the service industry, and the development of domestic industries is also focused on the tertiary industry. It reflects the consistency between the foreign investment industry and the domestic industrial structure. With the help of existing studies and examples of foreign investment in the two countries, the different mechanisms of foreign investment affecting the industrial development of the home country are explained from the macro and micro perspectives. Macroscopical angle is to promote the development of home country industry through three ways: the transfer of investment activity to industry, the connection of industry in upstream and downstream, and the competition within industry. The microcosmic perspective is based on the analysis of the influence mechanism of different motives on industrialization, investment income, factor transfer, labor productivity and technological level. On the basis of mechanism analysis, using grey correlation analysis and grey model prediction analysis, it is concluded that the most relevant investment industries in China and India are technology-seeking information transmission computer services and software industries. High-end services and markets seek to focus on wholesale and retail, manufacturing and traditional services. Resource-seeking foreign investment plays an important role in optimizing the industrial structure of home country because of its strategic significance. It is predicted that in the next five years, overseas investment in traditional services such as information technology services, wholesale and retail trade, transportation and other traditional services will continue to maintain a strong correlation with the optimization of the industrial structure of the home country. Resource-seeking foreign investment in agricultural products will have a significant impact on India's home country's industrial upgrading. Based on the above analysis, the paper puts forward some policy suggestions to promote the upgrading of home country industry from three aspects: optimizing the investment industry structure, location distribution and the role of government.
