循环经济模式下的资源价格机制研究

【摘要】：循环经济作为国家倡导的一种新型经济发展模式,旨在循环、高效地利用资源,减少环境污染与生态破坏。循环经济在运行过程中会对资源、环境产生高度的正外部性,导致自身运行困难,而完善市场机制是治理循环经济外部性的有效途径。在循环经济模式下建立资源的价格机制正是通过市场机制实现资源配置,以促进循环经济运行。循环经济的理论基础、内涵与特征、原则与要求,以及循环经济与市场经济体制的关系,为构建循环经济系统提供了理论支撑；而循环经济系统的运行,为循环经济模式下资源价格机制的提出建立了操作规范。国内外循环经济的发展现状、目标与制约因素,为制定循环经济政策提供了现实基础；而循环经济政策对资源供给量的影响,则是在循环经济模式下建立资源价格机制的关键因素。循环经济模式下的资源价格机制由再生资源价格、原生资源价格及经济政策强度组成,再生资源的技术进步与循环经济的社会预期会通过资源价格影响经济政策强度。在短期,再生资源利用与原生资源利用达到双均衡,形成的均衡经济政策强度是再生资源得以优先利用的临界点。在长期,再生资源显著提高的技术进步水平可以减小经济政策强度的均衡值。在有理性预期的资源价格机制中,加强对循环经济的社会预期也可以减小经济政策强度的均衡值。通过经济政策强度、技术进步及社会预期等因素的影响,循环经济模式下的资源价格机制可以实现如下功能：一是可以依靠市场实现资源配置,使再生资源得到优先利用,并逐渐减少政府的经济干预；二是可以促进循环经济顺利运行,以此确立了循环经济的运行原则,并使循环经济发展模式加速建立。
[Abstract]:Circular economy, as a new economic development mode advocated by the country, aims to recycle and efficiently use resources, reduce environmental pollution and ecological damage. Circular economy will affect resources in the process of operation. The environment has a high degree of positive externalities, resulting in its own operation difficulties. To perfect the market mechanism is an effective way to manage the externality of circular economy. It is through the market mechanism that the price mechanism of resources is established under the circular economy model. The theoretical basis, connotation and characteristics, principles and requirements of circular economy and the relationship between circular economy and market economy system provide theoretical support for the construction of circular economy system. And the operation of circular economy system has established the operation standard, the development present situation, the goal and the restriction factor of the resources price mechanism under the circular economy pattern. It provides a realistic foundation for the policy of circular economy. The influence of circular economy policy on the supply of resources is the key factor to establish the price mechanism of resources in the mode of circular economy, and the price mechanism of resources under the mode of circular economy is determined by the price of renewable resources. The primary resource price and the economic policy intensity composition, the technical progress of the renewable resources and the circular economy society is expected to influence the economic policy intensity through the resource price in the short term. The utilization of renewable resources and the utilization of primary resources have reached a double equilibrium. The intensity of balanced economic policies formed is the critical point at which renewable resources can be preferentially utilized in the long run. The level of technological progress of renewable resources can reduce the equilibrium value of economic policy intensity. Strengthening the social expectation of circular economy can also reduce the equilibrium value of economic policy intensity, through the economic policy intensity, technological progress and social expectations and other factors. The resource price mechanism under the circular economy model can achieve the following functions: first, it can rely on the market to realize the resource allocation, so that the renewable resources can be used first, and the government economic intervention can be gradually reduced; Second, it can promote the smooth operation of circular economy, so as to establish the operating principle of circular economy and accelerate the establishment of the development mode of circular economy.
