【摘要】：随着新疆经济、产业、贸易的发展，，我国东部地区产业转移的需求及“对口援疆”政策的实施，在承接产业转移方面具有自身的优势，将资源优势转化为产业优势及经济优势，使新疆对外贸易得到发展机会。一国或地区对外贸易结构是衡量该国或地区经济发展、产业结构状况、商品国际竞争力、贸易条件、国际分工及地位的综合反映。新疆作为连接我国与中亚、西亚、南亚和东西欧的重要通道，新疆外经贸实现了对外贸易、利用外资和对外经济技术合作的全面、快速增长。与此同时，新疆产业结构及对外贸易结构却存在不少问题。要实现新疆对外贸易的全面、和谐、协调、可持续发展，既要注重“量”的增长，更注重“质”的改善，这就要求承接好东部地区产业转移、逐步改善贸易条件及适应贸易条件变动、协调好产业转移和贸易条件变动之间的关系，在其基础上加速新疆目前的产业结构升级以及优化新疆对外贸易结构。本文综合运用产业经济学、国际经济学、国际贸易学、统计学、计量经济学等学科的理论与方法，结合新疆目前的区情，全面系统的研究了新疆在承接产业转移、贸易条件变动的条件下新疆对外贸易结构优化问题。本文以产业转移、贸易条件变动的背景下，优化新疆对外贸易结构为研究目的，主要研究内容包括：第一章，主要包括理论研究，国内外相关研究动态，论文的研究背景、意义、内容以及思路。第二章，新疆对外贸易结构分析。提示新疆对外贸易发展进程，主要从新疆进出口商品结构、区域结构、贸易方式结构及口岸结构进行分析基础上，分析新疆主要贸易外部市场中亚国家之间的贸易现状。第三章，在第二章的基础上，指出新疆贸易结构的存在问题，并分析这些问题存在的原因何在，从整体及个别结构角度分别评价新疆目前对外贸易结构的合理化以及高度化程度。第四章，本文的核心部分。首先产业转移、贸易条件与贸易结构之间的内在关系进行理论分析，其次分析新疆目前产业转移特点及产业集群形成状况，再次从贸易价格条件、收入条件、单因素贸易条件角度分析新疆现在的贸易条件及产业转移背景下的贸易条件变动趋势，最后以动态的角度利用新疆历年数据分析新疆产业竞争力提升与贸易条件变动的关系。第五章，主要研究新疆对外贸易结构的优化，分别针对第三章指出的新疆贸易结构中存在的问题提出相应的对策建议。
[Abstract]:With the development of economy, industry and trade in Xinjiang, the demand of industrial transfer in eastern China and the implementation of "relative aid" policy have their own advantages in undertaking industrial transfer. The foreign trade structure of a country or region is to measure the economic development and industrial structure of a country or region. As an important link between China and Central Asia, West Asia, South Asia and East-West Europe, Xinjiang has realized its foreign trade as a comprehensive reflection of its international competitiveness, terms of trade, international division of labor and its status. At the same time, there are many problems in Xinjiang's industrial structure and foreign trade structure. It is necessary to realize the overall, harmonious and coordinated foreign trade of Xinjiang. Sustainable development should pay attention to the growth of "quantity" and the improvement of "quality", which requires undertaking the industrial transfer in the eastern region, gradually improving the terms of trade and adapting to the changes in the terms of trade. We should coordinate the relationship between industrial transfer and the change of terms of trade, accelerate the upgrading of Xinjiang's current industrial structure and optimize the structure of Xinjiang's foreign trade on the basis of which, this paper makes comprehensive use of industrial economics and international economics. International trade, statistics, econometrics and other disciplines of theory and methods, combined with the current situation in Xinjiang, a comprehensive and systematic study of Xinjiang to undertake industrial transfer. The optimization of Xinjiang's foreign trade structure under the changing terms of trade. Under the background of industrial transfer and the change of terms of trade, the purpose of this paper is to optimize the structure of foreign trade in Xinjiang. The main research contents include: chapter one, mainly includes theoretical research, domestic and foreign related research trends. The research background, significance, content and ideas of the paper. Chapter two, the analysis of Xinjiang foreign trade structure. It suggests that Xinjiang foreign trade development process, mainly from Xinjiang import and export commodity structure, regional structure. Based on the analysis of trade mode structure and port structure, this paper analyzes the current situation of trade among the Central Asian countries in Xinjiang's main external trade markets. Chapter three, on the basis of chapter two, points out the existing problems of Xinjiang's trade structure. And analysis of the reasons for these problems, from the overall and individual structure of the evaluation of Xinjiang's current foreign trade structure rationalization and higher degree. Chapter 4th, the core part of this article. First of all, industrial transfer. The internal relationship between terms of trade and trade structure is analyzed theoretically. Secondly, the characteristics of industrial transfer and the formation of industrial clusters in Xinjiang are analyzed, and then the terms of trade price and income are analyzed again. This paper analyzes the changing trend of terms of trade under the background of terms of trade and industrial transfer in Xinjiang from the point of view of single factor terms of trade. Finally, from the dynamic perspective of Xinjiang over the years to analyze the relationship between the upgrading of Xinjiang's industrial competitiveness and terms of trade changes. 5th chapter, mainly study the optimization of Xinjiang's foreign trade structure. The third chapter points out the existing problems in Xinjiang's trade structure and puts forward corresponding countermeasures and suggestions.
