【摘要】：国民收入分配问题一直是我国经济社会发展中的重点与热点问题,在我国经济发展进入新常态、第十三个五年规划即将来临之际,更是成为上下关注的焦点。文章分析了国民收入分配过程中的三大部门——居民部门、政府部门和企业部门的关系及现存问题,研究了"十三五"时期提高居民收入、重构国民收入分配格局的基本方向,提出以下七个方面的政策建议:(1)促进城乡统筹发展,逐步缩小城乡居民收入差距;(2)把握正确的调节方向,发挥好政府在国民收入初次分配和再分配中的应有作用;(3)坚持税收中性原则,构建中长期稳定的税收体系;(4)深化金融市场改革,实现企业用资成本合理化;(5)理顺科技创新机制,为提高劳动生产率夯实基础;(6)充分发挥公共消费的作用,维护人力资本再投入的水平;(7)深化改革,建立公平、可持续的社会保障关系。
[Abstract]:The national income distribution problem has been the focus and hot issues in China's economic and social development, in China's economic development has entered a new norm, the thirteenth five year plan is approaching, it is become the focus of attention. This paper analyzes the three major departments of national income in the household sector, government departments and the business sector and the existing problems, on the "13th Five-Year" period to increase the income of residents, the basic direction of the reconstruction of the national income distribution pattern, put forward the following seven suggestions: (1) to promote urban and rural development, gradually narrowing the urban-rural income gap; (2) to grasp the correct direction regulation should play a good role the government in the national income distribution and redistribution; (3) adhere to the principle of tax neutrality, long-term stability in the construction of the tax system; (4) to deepen the reform of financial market, the realization of enterprise capital cost Physics and chemistry; (5) straighten out the mechanism of technological innovation, lay a solid foundation for improving labor productivity; (6) give full play to the role of public consumption and maintain the level of human capital re investment; (7) deepen the reform and establish a fair and sustainable social security relationship.
