【摘要】：文章重点介绍规划建设中的黄金坪经济区、罗先经济贸易区、清津经济开发区等8个经济开发区。研究认为:朝鲜具有特定的社会组织制度,勤劳朴实的文化传统,非常低价但较高素质的劳动力资源,一旦开放并进入世界经济体系,肯定会进入一个特定的价值链体系中,因此经济开发区也就具备存在、发展和壮大的可能和条件。无庸置疑,朝鲜设置经济开发区一定是对外开放的窗口,这也导致朝鲜必须采取更加开放的政策。我国应对朝鲜经济开发区建设需要采取积极主动的对策,主要包括:帮助培训专家和管理人员,引导接触目标市场逐步获得发展机会,优先支持开发黄金坪、罗先和清津等3个经济特区,推动罗先经济贸易区向自由港发展,加快黄金坪经济区建设。
[Abstract]:This paper mainly introduces 8 economic development zones, such as Jinping Economic Zone, Luoxian Economic Trade Zone and Qingjin Economic Development Zone, etc. The study shows that North Korea has a specific social organization system. Industrious and simple cultural tradition, very low price but high quality labor resources, once open and into the world economic system, will definitely enter a specific value chain system. Therefore, the economic development zone also has the possibility and condition of existence, development and growth. There is no doubt that the establishment of economic development zone in North Korea must be the window of opening to the outside world. As a result, North Korea must adopt a more open policy. China should take a proactive approach to the construction of the DPRK Economic Development Zone, which mainly includes: helping to train experts and managers. To guide contact with the target market to gradually obtain development opportunities, give priority to support the development of three special economic zones, such as Jinping, Luo Xian and Qingjin, promote the development of Luoxian economic trade zone to free port, and speed up the construction of the golden plateau economic zone.
