【摘要】：科技创新能力是衡量一个国家和地区软实力的重要标志。改革开放以来，我国经济社会发展取得了举世瞩目的成就，科技创新能力也得到了很大的提升。但与此同时，我国的科技创新能力也还存在着很大的不足，关键技术自给率低，自主创新能力不强，关键领域存在着较大的对外依赖等等。随着产业的不断集聚，我国自主创新能力不断体现出区域化和集群化的特征。因此，从理论和实践上对区域集群式自主创新能力进行研究就显得非常迫切和关键。本文首先从理论上对区域集群式自主创新能力的内涵进行了界定，研究了其形成机理和运行机制，并对影响区域集群式自主创新能力的主要因素进行了分析；其次，将区域集群式自主创新能力划分为投入能力、成果转化能力、环境支撑能力以及产出能力四个方面，运用类成分法筛选并构建了包含4个一级指标和15个二级指标的区域集群式自主创新能力评价指标体系；然后，，运用基于客观动态权重的TOPSIS评价模型对我国各地区集群式自主创新能力进行了评价、排序与分类，并采用空间统计和聚类分析方法对我国集群式自主创新能力进行了区域差异分析，认为影响我国各省、自治区、直辖市的区域集群式自主创新能力的主要因素可以概括为：经济基础和结构、人力资本、对外经济关联程度等内部因素和政策因素、地区文化、地理环境等外部因素；最后，根据实证分析的结果，借鉴国外发达国家和地区的成功经验，提出了促进我国区域集群式自主创新能力的相关政策建议。
[Abstract]:Science and technology innovation ability is an important symbol to measure the soft power of a country or region. Since the reform and opening up, China's economic and social development has made remarkable achievements in science and technology innovation ability has also been greatly improved. But at the same time, the technology innovation ability of our country also exist great shortage, low self-sufficiency rate of key technology. Independent innovation ability is not strong, there is a greater dependence on foreign key areas and so on. As the industry continues to accumulate, the independent innovation ability of our country continue to reflect regional and clusteringcharacteristics. Therefore, it is very urgent and important in theory and practice to study the regional and cluster independent innovation ability.
Firstly, the connotation of independent innovation ability of regional clusters theoretically defines the formation mechanism and operation mechanism is studied, and the main factors affecting the regional cluster independent innovation capability is analyzed; secondly, the ability of independent innovation cluster is divided into input ability, transformation ability, four the environment supporting capacity and output capacity, using the components and the construction of the screening method includes regional cluster independent innovation capability evaluation index system of 4 indexes and 15 level two indexes; then, using TOPSIS objective dynamic weight evaluation model for the evaluation of the ability of independent innovation in cluster region in China based on sorting and classification, and the use of spatial statistics and cluster analysis method on China's independent innovation capability of cluster analysis of the regional difference, that the impact of China's provinces, autonomous region, Can the main factors of regional innovation capability of cluster municipalities are summarized as follows: the economic foundation and structure, human capital, foreign economic relation between the internal factors and policy factors, regional culture, external factors such as geographical environment; finally, according to the results of empirical analysis, draw lessons from foreign successful experience of developed countries and regions, put forward the relevant policy recommendations to promote the ability of independent innovation of China's regional cluster.
