【摘要】：20世纪90年代以后,随着全球经济的发展与人口数量的上升,人们逐渐的意识到石化能源等常规能源的大量使用造成的严重环境问题,可持续发展逐渐成为世界的发展主题。在我国,面对粗放性的经济和日趋严重的环境污染问题,于是政府提出了建设环境友好型和资源节约型社会、升级产业结构、大力发展循环经济的号召。静脉产业园区作为静脉产业的主要存在方式,是以减量化、再利用、再循环(Reduce、 Reuse、Recycle)为指导原则,采用先进的生态技术,将生产、流通、消费过程中产生的废弃物资源化的新型生态工业园区,从而达到减少废物排放、降低环境污染、节约资源的目标。将传统经济以”资源—产品—污染排放”单向流动线性经济发展模式转变为”资源—产品—再生资源”为特征的闭合循环式流程的静脉产业园区,已经成为世界工业园区未来发展的重要方向,发达国家早已开展静脉产业园的理论和实践的研究。随着我国循环经济的快速发展,静脉产业园区的规划建设也逐渐成为生态工业园区研究的重要方向之一我国静脉产业园区规划建设尚处于刚刚起步阶段,理论研究滞后、实践经验较少,我还没有形成统一的规划思路,以至于开发建设中产生了诸多的问题。引起了社会学、环境学、生态学以及经济学方面家专学者的广泛关注,但在城市规划领域相关研究成果较少,而且从宏观的城市规划角度阐述静脉产业园区与城市产业布局、产业链关系的相关研究更加稀少。本文通过总结国内外静脉产业园区的建设实践,梳理各学科的相关研究成果,从城市规划的视角总结了静脉产业园区的概念、功能、特征,并就其与城市的关系从产业与布局选址两个方面进行了探索,同时提出园区的空间布局应该统筹产业链的构建。并从园区布局不同的布局模式入手,以期从城市规划角度为静脉产业园区建设指明方向。

As the main mode of existence of vein industry, the venous industrial park is based on the guiding principle of reducing, reusing, recycling and reusing, adopting advanced ecological technology to produce and circulate. A new type of eco-industrial park with recycling of waste produced in the process of consumption, thus reducing waste emissions and reducing environmental pollution, The goal of saving resources is to change the traditional economy from "resource-product-pollution emission" one-way flow linear economic development model to "resource-product-regenerative resource" closed circulation process of venous industrial park, It has become an important direction for the future development of industrial parks in the world. The theory and practice of venous industrial parks have been studied in developed countries for a long time. With the rapid development of circular economy in China, The planning and construction of the venous industrial park has gradually become one of the important research directions of the ecological industrial park. The planning and construction of the venous industrial park in China is still in its infancy, the theoretical research is lagging behind, and the practical experience is less. I have not formed a unified planning idea, so that a lot of problems have arisen in the development and construction of the park, which has given rise to sociology. Scholars in the fields of environment, ecology and economics have paid close attention to it, but there are few related research results in the field of urban planning, and the venous industrial parks and the layout of urban industries are expounded from the perspective of macro urban planning. The related research of industrial chain relation is more rare. This paper summarizes the construction practice of venous industrial park at home and abroad, combs the related research results of various disciplines, summarizes the concept, function and characteristics of venous industrial park from the perspective of urban planning. The relationship between the park and the city is explored from the two aspects of industry and location, and the spatial layout of the park should be integrated with the construction of the industrial chain. In order to point out the direction of venous industrial park construction from the angle of urban planning.
