增长极视角下瑞丽开发开放试验区发展研究

【摘要】：瑞丽地处云南西部,三面与缅甸联邦接壤,国境线长169.8公里,与缅甸掸邦木姐地区同处于瑞丽江河谷地带,山水相连、阡陌交错、民族同根同源,拥有瑞丽、畹町2个一类口岸、和按“境内关外”管理的姐告边境贸易区,是我国对缅经贸合作的核心区和陆路联通印度洋的最佳出口。1984年,德宏全境开放为边境贸易区以来,瑞丽就成为云南乃至全国沿边开放时间早、政策试点多、开放效果优的地区,是我国众多沿边开放政策的创造地、试验田、示范点。2010年6月,国务院发布《关于深入实施西部大开发战略的若干意见》,明确提出“积极建设广西东兴、云南瑞丽、内蒙古满洲里等重点开发开放试验区”,瑞丽重点开发开放试验区上升为国家发展战略。2012年7月,国务院办公厅下发《关于同意广西东兴、云南瑞丽、内蒙古满洲里重点开发开放试验区建设实施方案的函》,批准同意瑞丽试验区建设成为中缅边境经济贸易中心、西南开放重要国际陆港、国际文化交流窗口、沿边统筹城乡发展示范区和睦邻安邻富邻示范区。① 本文运用增长极理论和实证分析法、定性分析法、实地调查法,基于增长极视角,分析研究瑞丽重点开发开放试验区培育为云南经济增长极的可行性和制约因素,并提出将瑞丽重点开发开放试验区培育为云南经济增长极的对策建议。
[Abstract]:Ruili is located in the west of Yunnan, bordering the Union of Myanmar on three sides, and the border line is 169.8 kilometers long. It is located in the valley of Ruili River with the Mushi area of Shan State of Myanmar. It is connected by mountains and rivers, crisscrossed by crisscrossed paths, and the ethnic groups share the same roots and have Ruili. The wanding two Class I ports, and the brother-in-law trade area managed by "inside and outside", are the best exports of China to the core area of Myanmar's economic and trade cooperation and to the Indian Ocean by land. Since the opening of Dehong's entire territory to the border trade area in 1984, Ruili has become a region with early opening hours along the border in Yunnan and even across the country, with many pilot projects and excellent opening results. It is the creation of many border opening policies in China, the experimental field, and the demonstration site. In June 2010, The State Council has issued several opinions on the implementation of the strategy of the large-scale development of the western region in depth, clearly proposing that "actively build Dongxing in Guangxi, Ruili in Yunnan," Menzhouli, Inner Mongolia and other key open development pilot areas, "Ruili key development and opening pilot areas have risen to national development strategy. On July 2012, the General Office of the State Council issued < on approval of Dongxing in Guangxi, Ruili in Yunnan, Letter on the implementation Plan of the key Development and opening pilot area in Manzhouli, Inner Mongolia. Approval was given to the construction of the Ruili pilot area as a Sino-Myanmar border economic and trade center, and the opening of an important international dry port and window for international cultural exchange in the southwest. Urban and rural development demonstration areas along the border and model areas for good-neighborly neighbours and rich neighbors .1. Using the growth pole theory and empirical analysis method, qualitative analysis method, field investigation method, based on the perspective of growth pole, this paper analyzes the feasibility and restriction factors of the development of Ruili key open test area to Yunnan economic growth pole. And put forward the countermeasures and suggestions to cultivate the key development and open test area of Ruili into Yunnan economic growth pole.
