湖南省金融发展与产业结构升级关系的研究

【摘要】：自2009年以来，面对复杂多变的国内外经济形势，湖南省积极响应全国的号召，以科学发展观为指导，加快转变经济发展方式，推动产业结构调整和升级，保持区域经济平稳增长。同时，认真贯彻落实积极的财政政策和适度宽松的货币政策，保证金融业的合理健康发展。目前，湖南省正处于发展的关键时期，加快金融发展，推动产业结构升级不仅是“四化两型”建设的重点，也是实现湖南经济又好又快发展、提升竞争力的必经之路。本文首先对国内外有关金融发展与产业结构升级关系的文献和研究成果进行回顾和总结，在此基础上分析了金融发展与产业结构升级之间的互动机制：金融发展通过资本形成机制、资金配置机制、信用催化机制、技术创新机制和产业整合机制影响产业结构调整和升级；反过来，产业结构的升级势必引发金融结构的变化，改善融资体系。同时，产业技术升级会促进新型金融组织如产业投资基金等的产生，促进金融创新的产生，且改善金融管理经营能力，从而对一个地区的金融发展产生作用。然后，本文回顾了1988年-2011年湖南省金融发展与产业结构升级的发展历程和现状。从金融发展的规模、金融发展的结构和金融发展效率三个方面具体分析了湖南省金融发展的现状，并指出湖南省金融发展存在的一些问题。同时，以三大产业产值为指标对湖南省产业结构升级的历程进行了分析后发现，尽管湖南省产业结构的层次不断提高，但其与中部和东部地区的差距依然较大，存在三大产业的产值结构与就业结构相背离、产业结构技术层次较低，产业发展后劲不足和新兴服务业发展滞后等问题。接着，文章收集和整理了湖南省1988-2011年的相关数据，采用了产业结构优化率作为产业结构升级的衡量指标，金融相关率和金融发展效率作为衡量金融发展的指标，建立了相应的经济计量模型，，对湖南省金融发展与产业结构升级之间的关系进行了实证分析。结果表明：金融相关比率、金融发展效率与产业结构优化率存在长期稳定的关系，湖南省金融发展对产业结构升级具有明显的推动作用，且金融发展对三次产业产值具有不同的正向作用；湖南省金融规模增长及金融效率的提高有利于促进产业结构优化升级，但产业结构优化升级对金融规模增长及金融效率的提高没有影响。最后，基于存在的问题和实证分析得出的结果，结合湖南省的实际情况，分别从金融发展和产业结构升级两个方面具体提出了相关的政策建议。
[Abstract]:Since 2009, in the face of complex and changeable domestic and international economic situation, Hunan Province has responded positively to the call of the whole country, guided by the scientific development view, accelerated the transformation of economic development mode, and promoted the adjustment and upgrading of industrial structure. Maintain steady regional economic growth. At the same time, conscientiously implement the positive fiscal policy and moderately loose monetary policy to ensure the rational and healthy development of the financial sector. At present, Hunan Province is in a critical period of development and speeding up its financial development. To promote the upgrading of industrial structure is not only the focus of the construction of "four modernizations and two types", but also the only way to realize the sound and rapid development of Hunan's economy and enhance its competitiveness. This paper first reviews and summarizes the literature and research results on the relationship between financial development and industrial structure upgrading at home and abroad. On this basis, the paper analyzes the interactive mechanism between financial development and industrial structure upgrading: financial development through capital formation mechanism, fund allocation mechanism, credit catalytic mechanism, The technological innovation mechanism and the industrial integration mechanism affect the adjustment and upgrading of the industrial structure; in turn, the upgrading of the industrial structure will inevitably lead to changes in the financial structure and the improvement of the financing system. At the same time, The upgrading of industrial technology will promote the emergence of new financial organizations such as industrial investment funds, promote the emergence of financial innovation, and improve the ability of financial management and management, thus exerting an impact on the financial development of a region. Then, this paper reviews the development process and present situation of financial development and industrial structure upgrading in Hunan Province from 1988 to 2011. This paper analyzes the present situation of financial development in Hunan Province from three aspects: structure and efficiency of financial development, and points out some problems existing in the development of finance in Hunan Province. This paper analyzes the process of upgrading the industrial structure of Hunan Province by taking the output value of the three major industries as the index, and finds that although the level of the industrial structure of Hunan Province continues to improve, the gap between the industrial structure of Hunan Province and the central and eastern regions is still large. There are some problems such as the deviation between the output structure and the employment structure of the three major industries, the low technical level of the industrial structure, the lack of stamina in the development of the industry and the lag in the development of the emerging service industry. Then, the paper collects and collates the relevant data of Hunan Province from 1988 to 2011, adopts the industrial structure optimization rate as the index of industrial structure upgrading, the financial correlation rate and the financial development efficiency as the index to measure the financial development. The relationship between financial development and industrial structure upgrading in Hunan Province is analyzed empirically. The results show that there is a long-term and stable relationship between financial correlation ratio, financial development efficiency and industrial structure optimization rate. The financial development of Hunan Province has obviously promoted the upgrading of industrial structure, and the financial development has different positive effects on the output value of the three industries, and the growth of financial scale and the improvement of financial efficiency in Hunan Province are conducive to promoting the optimization and upgrading of industrial structure. However, the optimization and upgrading of industrial structure has no effect on the growth of financial scale and the improvement of financial efficiency. Finally, based on the existing problems and the results of empirical analysis, combined with the actual situation in Hunan Province, Respectively from the financial development and industrial structure upgrading two aspects of specific policy recommendations.
