诸城市产业集群竞争力提升的公共政策研究

【摘要】：产业集群作为当今世界的一种重要经济现象,不仅是学术界研究的重点,也引起了决策部门和产业规划部门的极大兴趣,产业集群理论正日渐成为世界上各个国家和地方政府制定经济政策的理论依据。诸城市位于山东半岛东南部,地处青岛、潍坊、日照、临沂四地市交界,有着良好的区位交通优势和产业基础。长期以来,诸城市一直在探寻适合本市实际和特色的发展道路。从1992年开始,诸城市在全国率先推行了中小企业产权制度改革,经过20年来的积蓄发展,初步形成了较为合理的产业结构和产业体系,培育发展起汽车制造、纺织服装、食品加工等三大特色产业集群。未来一个时期,是诸城市加速发展的战略机遇期,政府如何利用公共政策,充分发挥自身区位交通优势和产业优势,有效推动产业集群提升整体竞争力,是诸城市经济发展面临的重大课题。因此,对诸城市现阶段产业集群发展以及公共政策运用情况进行深入研究,为产业集群竞争力提升提供可操作性的战略思路和政策建议,对推动诸城产业结构优化升级,更好地参与国内、国际市场竞争,推进工业化与城市化进程,实现经济转型跨越发展有着较强的现实意义。同时,也能为其他地区县域经济发展提供有益的启示。本文以产业集群及公共政策理论为基础,综合运用产业经济学、区域经济学、发展经济学等相关理论,主要采取实证分析和比较分析手法展开研究。通过实际研究发现,诸城市现已初步形成了部分具有鲜明地域特色的产业集群,但在这些产业集群内部仍然存在着价值链低端、创新能力较弱、品牌和知识产权意识淡薄、产业结构单一等突出问题。近年来,诸城市通过打造配套基础设施、制定产业集群发展规划、建立政策激励机制、促进知名品牌创建等一系列政策措施,推动了产业集群的形成和发展,但在公共政策工具创新、战略性新兴产业培育、招商引资、公共服务体系建设、资源要素运用等方面还需要进一步加强。通过分析公共政策推动产业集群发展的国内外典型经验发现,要发展壮大产业集群必须注重选择合适的发展模式、注重发挥品牌效应、注重规划引导、注重要素资源配置。最后,提出今后一个时期诸城市必须要加快传统产业集群转型升级、培育发展战略性新兴产业集群和现代服务业产业集群等发展战略,并从科学规划、完善基础设施、产业政策、公共服务体系、要素支撑等方面,提出了诸城市产业集群竞争力提升的公共政策选择。
[Abstract]:As an important economic phenomenon in the world today, industrial cluster is not only the focus of academic research, but also has aroused great interest of decision-making departments and industrial planning departments. The theory of industrial cluster is becoming the theoretical basis of economic policy of every country and local government in the world. Located in the southeast of Shandong Peninsula, Zhucheng is located at the junction of Qingdao, Weifang, Rizhao and Linyi. Zhucheng has been searching for a development road suitable for the city's actual conditions and characteristics. Since 1992, Zhucheng has taken the lead in implementing the reform of the property rights system of small and medium-sized enterprises throughout the country. After 20 years of savings and development, It has initially formed a more reasonable industrial structure and industrial system, cultivated and developed three characteristic industrial clusters, such as automobile manufacturing, textile and clothing, food processing, etc. In the coming period, it will be a strategic opportunity period for Zhucheng to accelerate its development. How to make full use of public policies, give full play to the advantages of local transportation and industry, and effectively promote the overall competitiveness of industrial clusters, is a major issue facing the economic development of Zhucheng. The development of industrial clusters and the application of public policies in Zhucheng are studied in depth, which provides operable strategic ideas and policy recommendations for the promotion of industrial cluster competitiveness, and promotes the optimization and upgrading of industrial structure in Zhucheng. Better participation in domestic and international market competition, promoting the process of industrialization and urbanization, and realizing the economic transformation and leapfrogging development have strong practical significance. At the same time, they can also provide beneficial enlightenment for the economic development of other counties in other regions. Based on the theory of industrial cluster and public policy, this paper makes comprehensive use of relevant theories such as industrial economics, regional economics, development economics and so on. Zhucheng has formed some industrial clusters with distinct regional characteristics, but there are still low value chains, weak innovation ability and weak awareness of brand and intellectual property in these industrial clusters. In recent years, Zhucheng has adopted a series of policy measures such as building supporting infrastructure, formulating industrial cluster development plans, establishing policy incentive mechanisms, and promoting the establishment of well-known brands. It has promoted the formation and development of industrial clusters, but in the innovation of public policy tools, the cultivation of strategic emerging industries, the promotion of investment, the construction of public service systems, Through the analysis of the typical domestic and foreign experience of promoting the development of industrial clusters by public policies, it is found that in order to develop and expand industrial clusters, we must pay attention to choosing the appropriate development model and giving full play to the brand effect. Finally, it is proposed that Zhucheng must speed up the transformation and upgrading of traditional industrial clusters, foster the development of strategic emerging industrial clusters and modern service industry clusters in the future. From the aspects of scientific planning, improving infrastructure, industrial policy, public service system, and the support of elements, this paper puts forward the choice of public policy to enhance the competitiveness of industrial clusters in Zhucheng.
