新疆城乡劳动力流动的经济增长效应研究

【摘要】：目前，建设社会主义新农村是我国现代化进程中的重大历史任务，，加快农村剩余劳动力向非农产业流动、向城镇流动，是社会主义新农村建设的重要内容，是实现我国现代化的必然趋势。新疆位于我国西北边陲，是一个少数民族省区，在全国经济发展，特别是西部经济发展中具有重要的战略地位。改革开放以来，新疆农村存在大量的流动劳动力，这部分劳动力流动后从理论层面上讲由生产率低的农业部门转移到生产率高的非农部门会提高整个经济效益，但从实证层面来讲，新疆地区由于劳动力流动带来的经济增长贡献率究竟有多大？与全国相比又有什么特点？对这些问题的研究目前尚为鲜见。因此，本文拟从实证的视角来回答这些问题。本文首先对相关概念进行界定，进而分析了新疆农村劳动力的基本状况；其次对新疆城乡劳动力流动的经济增长效应进行实证分析。通过构建农业、非农业两部门生产函数，给出城乡劳动力流动经济增长效应系数的计算公式，对新疆30多年来的系数进行测算，得出城乡劳动力流动对经济增长的贡献率。将其与全国进行比较分析，结果表明在新疆地区，城乡劳动力流动的经济增长效应比全国更明显；再次，对影响新疆城乡劳动力流动的因素进行分析。从城乡预期收入差距、城乡劳动力就业竞争、制度及劳动力市场三个方面探析它们分别是如何影响城乡劳动力流动的；最后，在前文分析的基础上得出基本结论，肯定了城乡劳动力流动对经济增长的贡献，明确了促进和加快城乡劳动力流动对新疆经济增长的重要意义，并在此基础上提出了相关政策建议，强调政府应采取合理有效措施管理新疆大规模的流动劳动力、加强对其培训力度、推进城镇化战略等。
[Abstract]:At present, building a new socialist countryside is a major historical task in the process of modernization of our country. Speeding up the flow of surplus rural labor to non-agricultural industries and towns is an important part of the construction of a new socialist countryside.It is the inevitable trend to realize the modernization of our country.Xinjiang, located in the northwest border of China, is a minority province and plays an important strategic role in the economic development of the whole country, especially in the western region.Since the reform and opening up to the outside world, there has been a large number of floating labor forces in the rural areas of Xinjiang. From a theoretical point of view, the shift from the low-productivity agricultural sector to the high-productivity non-agricultural sector will improve the overall economic benefits.However, from the empirical level, the contribution rate of the economic growth caused by labor mobility in Xinjiang is so great.What are the characteristics compared with the whole country?The study of these problems is still rare.Therefore, this paper intends to answer these questions from an empirical perspective.Firstly, this paper defines the related concepts, then analyzes the basic situation of rural labor force in Xinjiang, and then makes an empirical analysis of the economic growth effect of the flow of urban and rural labor force in Xinjiang.By constructing the production function of agriculture and non-agricultural sectors, this paper gives the calculation formula of the economic growth effect coefficient of urban and rural labor mobility, calculates the coefficient of Xinjiang for more than 30 years, and obtains the contribution rate of urban and rural labor mobility to economic growth.The results show that the economic growth effect of urban and rural labor mobility in Xinjiang is more obvious than that of the whole country. Thirdly, the factors affecting the flow of urban and rural labor force in Xinjiang are analyzed.This paper analyzes how the expected income gap between urban and rural areas, the employment competition between urban and rural labor force, the system and the labor market affect the flow of urban and rural labor force respectively. Finally, on the basis of the previous analysis, the basic conclusions are drawn.This paper affirms the contribution of urban and rural labor mobility to economic growth, clarifies the importance of promoting and accelerating urban and rural labor mobility to Xinjiang's economic growth, and puts forward relevant policy recommendations on this basis.It is emphasized that the government should take reasonable and effective measures to manage the large-scale floating labor force in Xinjiang, strengthen its training and promote the urbanization strategy.
