河北省经济发展与环境质量关系实证分析研究

【摘要】：随着河北省经济发展的加快，积累的环境问题已严重的威胁到了经济的可持续发展。十八大报告再次论及经济发展与环境质量的和谐关系问题，并将中国特色社会主义事业总体布局由经济建设、政治建设、文化建设、社会建设“四位一体”拓展为包括生态文明建设的“五位一体”。本文搜集了河北省1995-2010年的经济环境数据，建立了经济发展与环境质量的指标体系，并利用主成分分析剔除相关指标后，构建了具有河北省特征的环境库兹涅茨曲线(Environmental Kuznets Curve, EKC)，分析河北省经济发展与环境质量之间的关系。首先，基本理论阐述和分析现状。介绍了经济发展、环境质量、环境库兹涅茨曲线等基本概念和经济发展与环境质量的关系。之后从河北省的经济总量、产业结构、发展方式、环境质量的总体规律、工业废物放等方面分析了河北省经济与环境的现状。其次，构建河北省经济环境关系的评价指标体系，，采用主成分分析法对初选经济环境指标进行筛选，为建立河北省经济发展与环境质量关系模型提供了评价标准。再次，对主成分分析后的主要经济环境指标之间的关系进行模拟，建立河北省的EKC模型，得出主要结论如下：河北省的环境库兹涅兹曲线不全是发达国家典型的倒U形状，即环境污染并非随着人均收入水平的提高而必然呈现出先上升后下降的趋势，而是表现为N型、倒U型的一半，甚至还出现反复的波动。最后，根据EKC曲线模拟结果从多角度进行解释，指出河北省在治理环境污染及处理经济发展与环境保护关系中存在的问题和不足，并结合河北省的实际情况，为河北省政府解决经济发展与环境破坏的矛盾关系问题提出切实可行的对策和建议。
[Abstract]:With the acceleration of economic development in Hebei Province, the accumulated environmental problems have seriously threatened the sustainable development of the economy.The report of the 18th National Congress once again discussed the harmonious relationship between economic development and environmental quality, and divided the overall layout of the cause of socialism with Chinese characteristics into economic construction, political construction, and cultural construction.The social construction "four in one" expands to include the ecological civilization construction "five in one".This paper collects the economic and environmental data of Hebei Province from 1995 to 2010, establishes the index system of economic development and environmental quality, and uses principal component analysis to eliminate the related indicators.The environmental Kuznets curve with the characteristics of Hebei Province is constructed. The relationship between economic development and environmental quality in Hebei Province is analyzed.First of all, the basic theory and analysis of the current situation.The basic concepts of economic development, environmental quality, environmental Kuznets curve and the relationship between economic development and environmental quality are introduced.Then the present situation of economy and environment in Hebei Province is analyzed from the aspects of total economic volume, industrial structure, development mode, general law of environmental quality, industrial waste release and so on.Secondly, the evaluation index system of Hebei Province's economic environment relationship is constructed, and the primary economic environment index is screened by principal component analysis, which provides the evaluation standard for establishing the relationship model between economic development and environmental quality in Hebei Province.Thirdly, the relationship between the main economic environmental indicators after principal component analysis is simulated, and the EKC model of Hebei Province is established. The main conclusions are as follows: the environmental Kuznets curve of Hebei Province is not all the typical inverted U shape of developed countries.That is to say, environmental pollution does not necessarily show the trend of rising first and then decreasing with the increase of per capita income level, but shows as N type, half of inverted U type, and even fluctuates repeatedly.Finally, according to the simulation results of EKC curve, the paper points out the problems and shortcomings in the management of environmental pollution and the relationship between economic development and environmental protection in Hebei Province, and combines with the actual situation in Hebei Province.Some feasible countermeasures and suggestions are put forward for Hebei provincial government to solve the contradiction between economic development and environmental damage.
