基于科学发展观的西部地区经济发展方式转变问题研究

【摘要】：2008年一场由次贷危机所引发的全球性金融危机,对世界各国的经济发展造成了巨大冲击,对于一个长期靠投资和外贸拉动经济增长的国家来言,外部环境的恶化对转变经济发展方式提出了迫切要求。在国民经济和社会发展第十二个五年规划纲要中明确提出未来五年(2011-2015年)国民经济和社会发展的主题、主线,即主题是科学发展,主线是加快转变经济发展方式。作为转变经济发展方式的攻坚阶段,“攻坚”二字足以说明未来五年对于西部乃至整个中国实现科学发展的艰巨性以及所带来的机遇性,西部地区作为传统粗放型经济增长模式发挥作用时间较长的一个地区,环境压力、资源压力、二元结构压力在长期的发展积淀中越来越大,寻求经济发展方式的转变成为了西部地区破解这一系列难题的唯一出路,西部地区发展问题的长期积累,所带来的破解难题也是极重的,积重未必不能返,“十二五”规划的提出使得未来五年恰好成为了西部实现经济发展方式转变的机遇期,西部地区要抓住机遇迎难而上,以科学的方法突破长期发展的瓶颈。科学发展观,是对党的三代中央领导集体关于发展的重要思想的继承和发展,是马克思主义关于发展的世界观和方法论的集中体现,随着科学发展观在十七大中被写入党章,科学发展观也就成为了未来指导社会主义现代化建设的指导思想。西部地区要转变经济发展方式培育内生动力,依靠科技创新来实现经济发展方式的转变,就必须坚持科学发展观,就必须一切从“人”出发,以“全面、协调、可持续发展”为目标。从区域广度来讲西部地区是我国各区域中面积最大的组成部分,从经济社会发展角度来讲,西部地区又是我国东中西三大区域中整体最为落后的地区,在这样一个最大最落后的地区实现经济发展方式的转变,对于西部地区乃至整个国家来讲,都具有巨大意义。
[Abstract]:A global financial crisis triggered by the subprime mortgage crisis in 2008 has had a tremendous impact on the economic development of all countries in the world. For a country that has long relied on investment and foreign trade to stimulate economic growth, The deterioration of the external environment has put forward an urgent need to change the mode of economic development. In the outline of the twelfth five-year plan for national economic and social development, the theme of national economic and social development in the next five years (2011-2015) is clearly put forward. The main line is scientific development, and the main line is to accelerate the transformation of the mode of economic development. As a critical stage in transforming the mode of economic development, the word "attacking the key points" is sufficient to illustrate the difficulty and opportunities that will be brought to the realization of scientific development in the western region and even in China as a whole in the next five years. As a traditional extensive economic growth model, the western region has played an important role for a long time. The environmental pressure, the resource pressure and the dual structure pressure are increasing in the long-term development accumulation. Seeking for a change in the mode of economic development has become the only way out for the western region to solve this series of problems. The long-term accumulation of problems in the development of the western region is also extremely serious, and the accumulated weight is not necessarily impossible to return. The proposal of the 12th Five-Year Plan makes the next five years an opportunity period for the western region to realize the transformation of the mode of economic development. The western region should seize the opportunity to face the difficulties and break through the bottleneck of long-term development in a scientific way. The concept of scientific development is the inheritance and development of the important thoughts of the three generations of the Party's central leading collective on development, and the concentrated embodiment of the Marxist world outlook and methodology on development, with the scientific development concept being written into the Party Constitution at the 17th National Congress of the CPC. The scientific concept of development has become the guiding ideology of socialist modernization construction in the future. In order to change the mode of economic development and cultivate the endogenous motive force and realize the transformation of the mode of economic development by relying on scientific and technological innovation, the western region must adhere to the concept of scientific development, and all must proceed from the "human", in order to "comprehensively and harmoniously," Sustainable development ". In terms of regional breadth, the western region is the largest part of all the regions in China. From the perspective of economic and social development, the western region is also the most backward region of the three major regions of China, East, West and West. It is of great significance for the western region and even the whole country to realize the transformation of the mode of economic development in such a large and backward region.
